Role Purpose

The Development Lead is responsible for assisting in managing the development of assets on The LINE, from Concept Design to delivery and handover and occupation, with particular emphasis on optimizing maximizing return on invested capital and operating profitability through optimizing livability, amenity and operational efficiency. This will require close coordination with NEOM Sectors and the Core Real Estate teams which include residential, retail, hospitality and commercial offices.

The Development Lead shall work within a design and development team and assist in the development of strategies and programs to optimize the commercial and financial returns for all asset classes. This will include market assessment information, value creation and capture strategies, delivery phasing plans, and strategies to attract investors.

The Development Lead shall collaborate with the Line Proponent teams and related Neom business sectors and department to create and maintain a culture of development excellence and elevate the quality of built assets to deliver the NEOM vision on time, on budget and to the highest international standards.

KEY ACCOUNTABILITIES & ACTIVITIES

Key Responsibilities

  • Involvement in procurement, contract management, cost management etc in conjunction with the Senior Development Manager & Directors.
  • Involve ment in work-planning, monitoring progress, governance and preparing reports.
  • Preparing materials for internal submission / cross departmental coordination, authorities and design approvals.
  • Contribute to value engineering cost- effectiveness.
  • Take on specific tasks and responsibilities relating to the delivery of the project.
  • Work as part of the team to ensure the smooth development and execution of the design, this will require completing to drive the right outcomes from concept through to delivery and handover stages
  • Provide the bridge between the Development, Design, Construction, Cost and Infrastructure teams.
  • Assist with developing strategies to optimize the specific elements of the scheme to maximize both the design quality and commercial outcomes

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

Applicants must :-

  • Have project management skills and have experience in managing elements of a large project including consultants, especially design consultants and engineers
  • Have a sound understanding of development practices, procedures and metrics and be able to draw data & info from a broad range of sources, have general understanding of construction (not necessarily a construction expert) to generate business solutions.
  • Have real estate industry experience including residential experience; ideally having been involved in the residential design and development process.
  • Be able to understand and contribute to a development brief and add the writing of a development brief.
  • Have a good understanding of real estate from architectural concepts to feasibility studies, investment proposals and financial models. Familiarity with Estate Master would be an advantage
  • Be confident in liaising with external parties legal to authorities, sectors & design consultants.
  • commercial understanding of development and have the ability to analyze and promote value add opportunities balancing risk and reward.
  • Problem solving, planning, organizing and analytical skills in the resolution of complex problems, manage competing priorities and deliver quality results on tight deadlines.
  • Good interpersonal skills to facilitate decision making, influence and build relationships with key stakeholders.
  • Experience on projects with a sum/gross development value (GDV) of $0.5Bn and above preferable.
  • Be able to use MS Office Suite, have advanced skills in Excel, have good presentation skills and it would be an advantage to be able to use MS Project
  • Excellent communication skills, confidence, ability to convey ideas easily and interact with various stakeholders.

Qualifications

  • Bachelor's Degree in Business Admin., Economics, Real Estate, Architecture, Master Planning or Engineering from an accredited university
  • Professional registration and accreditation with Economics, Real Estate, Engineer or Urban Design Institute i.e., MACCE, MIED, CARB, PE, MICE, PMP etc. is desirable
  • Excellent communication skills, with high standard of English (oral and written).
  • Preferably between 5-8 years of experience with an organisation working in the Development industry in the capacity of Project Manager/Development Manager.
