Role Purpose

The Fire Safety & Systems Lead for OXAGON is a critical role, requiring an industry expert in Fire Safety and protection systems to ensure the smooth delivery and implementation of the NEOM and all relevant regulatory Fire Safety management policies and directives within his / her coverage area and to ensure effective emergency Incident management. The role involves leading design reviews from an Incident Management perspective, advocating for system maintenance, safety, resilience, and participating in the planning phase for the operation and maintenance of advanced fire systems.

Key Accountabilities & Activities

Key Responsibilities

Operational Planning and System Readiness:

  • Develop and implement strategies for the efficient operation and maintenance of Fire Systems against recognised and industry best practice.
  • Provide support at Technical SME level during emergency response requirements.
  • Manage day to day administration of Fire Safety duties.
  • Ensure all Fire Controls are in place and all identified gaps are mitigated with corrective action plans.
  • Support development and plan for Emergency Response and evacuation procedures specific to OXAGON.
  • Oversee the day-to-day management of the Fire Service contracts to mitigate Fire Risks and ensure effective Emergency Response readiness in any emergency.
  • Ensure that the competency of contractor personnel responsible for Fire and Rescue Emergency Response and Fire Safety Inspection are maintained.
  • Ensure Fire personnel are trained and competent to effectively carry out their duties and that other personnel receive Fire awareness training.
  • Oversee the preserving of equipment and supplies and checking serviceability by technical resources.
  • Provide technical assistance to the Fire service contractor during any emergency incident.
  • Advise Fire Service Contractor regarding decisions and resolution of issues.
  • Approve Fire Service Contract personnel shifts and schedules.
  • Oversea and advise the Fire Service Contractor on the implementation of an Emergency Response and asset management recording system.
  • Obtain reports from Fire Service Contractor management regarding incidents and all related contractual KPI’s.
  • Report and evaluate the relevant Fire Service contractor’s overall performance via approved KPI’s.
  • Organize the systematic supervision, inspection and auditing against the Security Management Security Plan ensuring all Fire Safety activities are prepared for, planned, and supervised.
  • Ensure that Firefighting equipment and Fire Detection Systems are properly operated, tested, calibrated, and maintained by the Fire Service contractor.
  • Ensure that personnel are prepared in the event or any incident with Fire Sprinkler System.
  • Ensure that personnel are prepared in the event or any incident via a plan of routine drills.
  • Ensure maintenance and updating of Fire and Rescue Emergency Response Procedures.
  • Supervise investigation processes related to fire incidents of a serious nature.
  • Provide focal point of call for NEOM Fire Safety Specialist work streams.
  • Adopt and implement the NIMS company framework for incident management.
  • Collaborate with the wider NEOM Fire Service specialist to align and shared best practice.

Design Review and Integration:

  • Collaborate closely with engineering, development, and project teams to ensure integration of Fire Safety systems.
  • Advise on the selection of fire safety systems, materials, and technologies that enhance safety, maintainability, and sustainability.
  • Co-ordinate Fire Safety operations with the relevant NEOM stakeholders and relevant external agencies.
  • Organize regular Fire Safety meetings with relevant internal and external stakeholders, contractors and ensure records are kept.
  • Ensure a clear, unbroken flow of communications with:
    • NEOM Public Safety
    • NEOM Loss Prevention and Fire Safety
    • Government Agencies
    • Port Tenants
    • Other Stakeholders
  • Production of reports and other forms of information for keeping outside agencies informed as appropriate.
  • Receiving and passing on information from outside agencies
  • Ensure that all reports and documentation are kept in a secure database which is only accessible to authorized personnel.

Safety Standards and Compliance

  • Ensure all Fire Safety activities are prepared for, planned, and supervised Regularly review and update fire safety protocols to align with the latest industry practices and regulations.
  • Compile and Manage Fire Safety related reports to the HCIS Committee or any other related committees and all other government agency reports.
  • Conduct risk assessments and provide expert recommendations for Fire Safety improvements related to systems maintenance and operation.
  • Ensure compliance with all relevant Fire Regulation Codes.

Innovation, Sustainability, and Continuous Improvement:

  • Keep up to date with Fire Safety monitoring systems, technology, and trends to drive a continual improvement of the Fire Safety management system.
  • Drive the adoption of cutting-edge and sustainable Fire Safety technologies and practices.
  • Evaluate and incorporate global best practices in Fire Safety to set new standards for OXAGON.
  • Lead initiatives for continuous improvement in Fire System operation and maintenance.

Background, Skills & Qualifications

Knowledge, Skills, and Experience

  • Extensive experience in Fire Systems Management and Design.
  • Extensive experience in Fire Safety Systems of Work.
  • Expert knowledge of Fire Safety Regulations, System Design, and operational best practices.
  • Proven track record of managing Fire Emergency Response teams and incident management.
  • Experience in NFPA/SBC legislation.
  • Competent Fire Emergency Incident Commander.
  • Competent with the ability to lead Risk Assessment’s, identify corrective actions and produce plans to ensure accountability whilst focusing on results.
  • Excellent communication skills with fluency in English, both written and spoken.

Qualifications

  • B.Sc. Degree
  • Role Related Professional certifications and memberships in recognized Fire Safety or engineering bodies.
  • Must possess qualities of Integrity, patience and empathy, outstanding interpersonal skills, excellent communication skills, both oral and written
  • Relevant years of as a Firefighting professional within a recognized organization.
  • Ability to positively communicate and interact with all levels within NEOM and external Parties.
