The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be stationed in Mafraq – Za’atari Camp, and will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project in the field on a daily basis, with an emphasis on using the established monitoring tools for field activities, documenting observations and insights, and reporting back to the MEAL Coordinator. He/she will also supervise the implementation of the various MEAL tools to ensure that data quality standards are maintained. Additionally, the MEAL officer will contribute to report writing as per the requests mandated by UNHCR.

 

Essential Job Functions

 Primary responsibilities include, but are not limited to the following:

  • Monitoring and Evaluation: Conduct daily field visits to monitor project activities in Blumont’s community centers, assess progress, and ensure compliance with Blumont and UNHCR guidelines and standards.
  • Data Collection and Analysis: Collect quantitative and qualitative data related to project outcomes, impact, and beneficiary feedback. Analyze data to identify trends, challenges, and opportunities for improvement.
  • Reporting: Prepare timely and accurate monitoring reports, including narrative summaries, data analysis, and recommendations for project stakeholders and donors.
  • Accountability: Collect and respond to complaints and suggestions from project beneficiaries at the Za’atari camp, through complaint boxes, hotlines, surveys, and emails, and contribute to the promotion of those tools across the camp.

  • Coordination: Collaborate with project staff, implementing partners, and relevant stakeholders to ensure effective communication, coordination of activities, and alignment with project objectives.
  • Capacity Building: Provide guidance and support to project staff and partners on monitoring and evaluation techniques, data collection methods, and reporting requirements.
  • Quality Assurance: Conduct periodic assessments and reviews of project activities to ensure quality, relevance, and sustainability.
  • Risk Management: Identify potential risks and challenges affecting project implementation and develop mitigation strategies in collaboration with project management.
  • Performs other duties as assigned.

 

Required Skills and Experience:

  • First level university degree in statistics, demographics, public policy, international development, economics, or related field. 
  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities 
  • Native Arabic speaker, with proficient English writing and speaking skills
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience using ICT data collection tools such as KoBoToolbox
