Role Overview We are seeking an experienced Pre-Sales Consultant to join our team, responsible for evaluating tenders and producing high-quality technical proposals for services-based RFPs across government and enterprise sectors. Key Responsibilities Evaluate and analyze RFPs, RFQs, and tender documents (particularly on the Etimad platform) to determine technical requirements, scope, and bid feasibility Prepare complete, compelling technical proposals for services RFPs (managed services, operation & maintenance, professional services) Develop solution methodologies, work plans, project timelines, and technical write-ups aligned with client requirements Coordinate with solution engineers, bidding, and GRC teams to gather pricing, CVs, past experience, and compliance documents Ensure proposals meet all mandatory qualification requirements (classifications, certifications, accreditations) Review and standardize proposals for quality, consistency, and error-free delivery before submission Maintain and contribute to a library of reusable proposal templates and solution content Track submission deadlines and support the bid submission process on Etimad Analyze win/loss outcomes and contribute to continuous improvement of proposal quality Required Qualifications Proven experience in presales (8 years minimum), technical proposal writing, or bid management within the Saudi IT market Hands-on experience evaluating RFPs and responding to services tenders Strong familiarity with the Etimad platform and Saudi government procurement processes. ITIL Foundation Certified. Excellent command of Microsoft Word, Power Point, and Excel Native or fluent Arabic (essential for proposal writing) Excellent English (written and spoken)
Preferred Skills Background in IT services, managed services, and digital transformation. Background in Operation is preferred. Understanding of government classifications (CITC and others), certifications (ISO), and Saudization/local content requirements Experience with CRM systems (Microsoft Dynamics preferred) for opportunity tracking Familiarity with AI tools to accelerate proposal preparation Strong technical writing skills with attention to detail and consistency Ability to manage multiple bids simultaneously under tight deadlines Bachelor's degree in Engineering, IT, Computer Science, or related field
