Context
The Civil/Earthworks Inspector will provide site-based inspection and quality assurance for earthworks and associated civil works on major rail projects delivered under a Project Management Consultancy (PMC) scope. Working closely with the Resident Engineer and Quality team, the inspector ensures that construction activities comply with approved drawings, specifications, standards, and contractual requirements. The role focuses on earthworks, geotechnical works, drainage, track formation, and civil interface elements, safeguarding safety, quality, and timely delivery.
Missions/Main Duties
- Conduct daily inspections of earthworks activities, including excavation, embankments, cut-and-fill operations, subgrade preparation, track formation layers, and compaction.
- Verify compliance with approved ITPs, method statements, drawings, and specifications; witness hold points and critical activities (e.g., compaction tests, field density tests).
- Oversee geotechnical works such as soil improvement, stabilization, slope protection, retaining structures, and drainage systems; monitor materials compliance (aggregates, geotextiles).
- Review and endorse contractors’ QA/QC documentation, including test reports (FDT/Proctor, plate load, concrete tests), checklists, and as-built records.
- Monitor workmanship, equipment calibration, and adherence to tolerances; raise NCRs/SORs as needed and follow up on corrective actions.
- Support interface coordination between earthworks and civil/systems (trackwork, OLE/OCS, utilities, station foundations), ensuring proper sequencing and protection of existing assets.
- Inspect temporary works (access roads, haul routes, shoring, dewatering) for compliance with safety and engineering requirements.
- Track progress against ITPs and look-ahead schedules; report risks to quality, safety, and schedule, and contribute to mitigation actions.
- Participate in site meetings, punch-list walks, and inspections for work sections and handovers; verify completion of snagging and close-out documentation.
- Ensure HSE requirements are embedded in site activities; promote safe systems of work and stop-the-job authority when needed.
Profile/Skills
Diploma or Bachelor’s degree in Civil Engineering or related discipline.
10+ years of inspection/QAQC experience in civil/earthworks construction, with substantial rail project exposure.
GCC experience required; Saudi experience preferred within client-side/PMC environments.
Strong understanding of earthworks, geotechnical principles, drainage, and track formation design requirements in rail contexts.
Knowledge of relevant standards and specifications (e.g., EN/BS codes, local GCC authority requirements); familiarity with project-specific standards.
Proficiency in reading drawings, ITPs, method statements, and producing clear inspection reports.
Hands-on experience with testing and acceptance criteria (compaction, density, moisture, aggregate gradation, concrete).
Attention to detail, assertiveness in raising quality concerns, and ability to coordinate with contractors and multi-disciplinary teams.
Basic proficiency with common data environments and site reporting tools (e.g., Aconex, ProjectWise, MS Office); familiarity with GIS or survey tools is an advantage.
Strong HSE awareness and commitment to safe site practices.
