Context

The MEP Inspector will provide site-based inspection and quality assurance for mechanical, electrical, and plumbing/building services across stations, depots, tunnels/viaducts, and ancillary rail facilities within a Project Management Consultancy (PMC) scope. Reporting to the Resident Engineer and coordinating closely with civil, architectural, and systems teams (signaling, telecoms, traction power, SCADA), the role ensures construction works comply with approved drawings, ITPs, specifications, and regulatory standards. Core focus areas include HVAC, fire and life safety systems, LV/MV distribution, lighting and emergency power, ELV/ICT, pumps and piping, drainage, and MEP interfaces to ensure safe, reliable, and on-schedule delivery.




Missions/Main Duties

  • Conduct daily inspections of MEP activities, including HVAC equipment installation and ductwork, electrical containment and cabling, switchgear/transformers, lighting and small power, fire protection and fire alarm, plumbing/drainage, and ELV/ICT systems.
  • Verify compliance with approved ITPs, method statements, shop drawings, and material submittals; witness hold points and critical tests (e.g., insulation resistance, continuity, functional tests, pressure tests, duct leakage, TAB).
  • Monitor installation quality and tolerances, equipment anchorage, seismic supports, access/maintenance clearances, labeling, and as-built updates; confirm adherence to approved materials and manufacturer instructions.
  • Review and endorse contractors’ QA/QC documentation, test reports (IR/HiPot, LV/MV testing, loop checks, VESDA/calibration, hydraulic tests), TAB reports, and commissioning records; ensure traceability and progressive assurance dossiers.
  • Oversee fire and life safety compliance, including fire alarm cause-and-effect, emergency lighting, smoke control, sprinklers, clean agent systems, and integration with SCADA/BMS and station systems.
  • Coordinate interfaces with civil/architecture and rail systems (signaling, telecoms, traction power/OLE/OCS, PSDs, AFC, CCTV/PA), ensuring cable routing, space allocation, and segregation are respected to avoid rework.
  • Inspect temporary works, builder’s power, and site services for safety and compliance; support energization and lock-out/tag-out processes.
  • Track progress against ITPs and look-ahead schedules; highlight risks to quality, safety, and schedule and support mitigation with the site team.
  • Participate in FATs/SATs, functional performance tests, integrated testing and commissioning (ITC), snag walks, pre-handover inspections, and close-out; verify rectification and completion of O&M manuals and as-builts.
  • Raise and follow up NCRs/SORs; ensure corrective and preventive actions are implemented and verified.

Profile/Skills

  • Diploma or Bachelor’s degree in Mechanical or Electrical Engineering (or related discipline).
  • 10+ years of inspection/QAQC experience in MEP installation and commissioning, with substantial rail, metro, or major infrastructure exposure.
  • GCC experience required; Saudi/PMC client-representative experience preferred.
  • Strong technical understanding of HVAC, electrical LV/MV, lighting/emergency power, fire life safety, plumbing/drainage, and ELV/ICT systems in rail/station environments.
  • Familiarity with relevant standards and codes (e.g., IEC/BS/EN, NFPA for fire life safety, ASHRAE/SMACNA, local GCC authority requirements) and project-specific standards.
  • Proficiency in reading and verifying MEP shop drawings, schematics, panel schedules, single-line diagrams, ITPs, and method statements; ability to produce clear inspection and non-conformance reports.
  • Hands-on familiarity with testing and acceptance criteria: insulation resistance/continuity, relay/function tests, fire alarm cause-and-effect, flow/pressure tests, duct leakage, TAB and system balancing.
  • Competence with Cx processes, FAT/SAT procedures, and integrated systems testing; awareness of BMS/SCADA interfaces and data point verification.
  • Attention to detail, assertiveness in raising quality concerns, and strong coordination skills across multidisciplinary teams.
  • Basic proficiency with common data environments and site reporting tools (e.g., Aconex, ProjectWise, MS Office); advantage for digital snagging/Cx tools.
  • Experience operating as a PMC/client representative, ensuring contractual and technical compliance with transparent, auditable documentation.
  • Understanding of rail station and depot MEP interfaces, power supply coordination, emergency systems interlocks, and commissioning dependencies with operations readiness.
  • Comfort with formal inspection regimes, hold/witness points, progressive assurance, and sectional handover processes.
