Role Description PMO Global is seeking an experienced Finance Manager (Contracting / GCC) to lead and manage end-to-end finance operations across multiple GCC entities. This role is critical to supporting large-scale EPC and contracting projects, ensuring financial discipline, regulatory compliance, and strong project controls across the region.
The ideal candidate will bring deep hands-on experience in project accounting, multi-country financial management, and stakeholder coordination within the GCC contracting landscape. This role is based in Saudi Arabia and requires close collaboration with project managers, leadership teams, auditors, banks, and regional stakeholders.
Responsibilities Oversee end-to-end finance operations across multiple GCC entities (UAE, KSA, Qatar). Manage project accounting including WIP, revenue recognition, cost control, and margin analysis. Prepare and review budgets, forecasts, MIS reports, and cash flow statements. Lead monthly and annual financial closings, including multi-entity group consolidations. Ensure compliance with UAE Corporate Tax, KSA Zakat & VAT, and Qatar tax regulations. Liaise with banks for bank guarantees (BGs), letters of credit (LCs), and project financing. Coordinate with internal and external auditors and manage audit requirements. Review contracts, project variations, retention terms, and subcontractor payments. Implement and monitor internal controls, procurement checks, and ERP-based reporting systems. Lead, mentor, and manage the finance team while working closely with project managers and senior management.
Qualifications Chartered Accountant (ICAI – India) mandatory.10–15 years of post-qualification experience. Strong background in contracting, EPC, civil, or MEP companies within the GCC. Proven experience managing finance operations across UAE, KSA, and Qatar. Strong expertise in project costing, cash flow management, and MIS reporting. Experience handling multi-country accounting and regulatory compliance. Excellent leadership, communication, and stakeholder management skills. Must be UAE-based and willing to handle regional GCC responsibilities. Prior experience working with ERP systems and group reporting structures is preferred.
