ROLE OVERVIEW
The Indirect Procurement Lead will lead and manage procurement packages of varying complexity, supporting the Procurement Manager and Director throughout the project lifecycle. This role involves collaboration with internal departments, external stakeholders, and the wider Procurement team to ensure procurement activities are delivered with excellence, in full compliance with NEOM’s governance, and in alignment with strategic project objectives.
KEY ACCOUNTABILITIES AND ACTIVITIES
Procurement Execution
- Lead procurement processes for low to high complexity packages following NEOM's policies and procedures.
Contracting Strategy
- Assess scopes of work and recommend the most effective tendering and contracting strategies.
Tendering Process
- Prepare and issue tender documents, manage communications during the tender period, and respond to bidder inquiries.
Tender Evaluation
- Oversee technical and commercial evaluations, participate in bid openings, and support award recommendations.
Contract Formation
- Draft and finalize contract documents for execution, including Letters of Award and Regret.
Contract Administration
- Provide contractual support throughout the contract lifecycle, ensuring performance targets are met and issues are resolved.
Governance & Compliance
- Ensure documentation is audit-ready and aligned with performance management mechanisms.
Stakeholder Collaboration
- Engage with internal stakeholders and external vendors to align procurement actions with project requirements.
Coaching & Support
- Mentor junior team members, share best practices, and drive knowledge transfer.
Process Improvement
- Identify and implement improvements to enhance efficiency and drive cost reduction.
Reporting
- Support preparation of reports, budget reviews, and status updates as required.

KNOWLEDGE, SKILLS AND EXPERIENCE
- 5+ years’ experience in procurement/supply chain organizations, preferably in roles involving procurement execution and contract formation.
- Advanced knowledge of procurement processes, governance, tendering strategies, and contract drafting.
- Strong analytical and problem-solving capabilities; ability to interpret spend analysis and drive fact-based decisions.
- Excellent verbal and written communication skills, with experience in engaging senior stakeholders.
- Proficiency in ERP systems (e.g., SAP, ORACLE) and e-procurement tools (SAP ARIBA, COUPA preferred).
- Familiarity with FIDIC contract suites and international procurement standards.
- Strong Microsoft Office skills (Word, Excel, PowerPoint).
- Demonstrated leadership qualities, with the ability to coach others and lead by example.
- Innovative mindset with a focus on continuous improvement and efficiency.
- Strong negotiation and influencing skills, with the ability to manage stakeholder expectations. Fluency in English (Arabic is advantageous but not essential).
- International and Middle East procurement experience is an advantage.
- Familiarity with contract lifecycle documentation including SOWs, charters, and progress reports.
QUALIFICATIONS
- Bachelor’s degree in Business Administration, Law, Industrial Engineering, or Supply Chain Management.
- Professional procurement certifications (CIPP, CIPM, SPM, CIPS, or equivalent) preferred.
