Senior Manager - Utilities Interface Management

Job Purpose:

The role of Senior Manager of Interface holds the responsibility of  managing the interfaces between the dry & wet utilities, other infrastructure, various assets, buildings, plots and masterplan land use. He/ she will also be managing and running  the utility interface during the design, delivery and commissioning of generation, transmission and distribution networks with a specific emphasis on renewable energy resources as required under the utility programs, within the infrastructure realm of the Red Sea Global (RSG) projects.  

 

He/ she will be  running the interfaces for the following dry and wet utilities: 

  • Dry utilities including renewable energy and power supply generation, transmission and distribution.  

  • Wet utilities including potable water/ production (desalination), transmission and distribution.  

  • Sewage treatment plants and the associated sewage collection network.  

  • Treated sewage effluent (TSE) transmission and distribution. Waste management collection, transfer, transportation, treatment and disposal.   

 

Whilst helping manage the development of the department visions, goals and objectives, the role holders shall also execute the planning and management of dry and wet utility interface for projects that remain in the design and implementation phases of the BOOT/ PPP.  He/She shall also execute constructions and processes as agreed upon in terms of quality, standards, materials, schedule, costs as well as compliance to The Red Sea Utility Company (TRSUC) and RSG’s business objectives and requirements.

 

Job Responsibilities:

 

Strategic Contribution 

  •  Implement and execute of the annual business plan, and target and implement the strategic agenda of the TRSUC Technical Survives function to deliver TRSUC’s and RSG vision and mission. 

  • Employ and translate the dry and wet utilities strategy into operational business plans for the TRSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy. 

  • Drive the division's forward-thinking, efficiency-focused vision. 

  • Formulate and execute of the interface’s operational plans 

 

Interface Management 

  • Execute and  implement interface management strategies and plans for the dry and wet utilities project during the planning, tender preparation, bidding, design, construction, commissioning and testing phases. 

  •  Liaise   the technical interface management requirement and solution between internal TRSUC project design, construction, testing and commissioning team and the external stakeholders including engineering consultants, Technical Advisors, D&B Contractors and PPP Project Companies. 

  • Manage  the interface between the dry and wet utility generation assets and the transmission and distribution networks, and the interface between the primary distribution and secondary distribution networks.  

  • Execute cross-projects, cross-packages interface plans and review the interface management design and construction documents and ensure that each design consultants, contractor, etc. initiate, manage, and closes out all interface management issues in a timely manner.  

  • Run and manage the dry and wet utilities interface with various parties including internal and external stakeholders and resolving interfacing issues. 

  • Initiate, coordinate and manage periodic interface management coordination meetings with internal TRSUC/ RSG departments, disciplines and teams, and external stakeholders and promote cross-project and cross-package interaction and close cooperation between all internal and external parties.  

  •  Carry out  the project wide interface management process and maintain the required interface documentation as per interface management plans. 

  • Review the project design in terms of interface integration and ensure that the required technical details for the utilities interface are obtained from the relevant functions to clarify technical aspects and materials used in the project and provide inputs to contribute towards cost planning. 

  • Monitor and report on the progress of projects from the interface management point perspective along with the cost management and the planning management teams to monitor and control projects against budgeted costs, quality, and schedule to ensure that the project specifications are aligned with tender documents. 

  •  Monitor the commissioning and testing including the 3rd party testing, startup test, trail run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub-systems for the dry and wet utilities are meeting the technical, functional specifications and the contractual requirements prior to issuing the acceptance certificates for the dry utilities generation projects.    

  • Oversee and manage the relationship with the consultants and subconsultants, plan upcoming works, oversee the quality of work, and recommend appropriate measures to ensure that project delivery date and technical requirements are met. 

  •  Make decisions pertaining to critical interface management issues during the engineering design and the construction phases in relation to verifying claims for extra work, and coordinating with the other TRSUC and RSSG functions where necessary. 

  • Provide technical support to other TRSUC functions including the Technology Utilities & Metering, Operations, New Developments and Commercial Services.    

  • Help  manage the identification, assessment, and mitigation of different interface management aspects of risks presented on the project to create preventative risk methods and avoid potential delays and added cost. 

  •  Prepare functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are   
    identified, and potential performance improvement opportunities are capitalized upon. 

  •  Prepare accurate and timely statements and reports to meet corporate and functional requirements, policy and standards. 

 

Leadership  

  • Manage interface activities of the projects and assist the technical services team to ensure that work is carried out efficiently in line with the strategic plans, policy, and procedures. 

  • Lead a competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.   

  • Serve as a role model to ensure employees’ awareness and commitment to TRSUC’s and RSG’s vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources and continuously improve performance. 

  • Set priorities and objectives, manage and evaluate employee’s performance and provide continuous feedback on their assigned targets.  

  •   Develop  opportunities to maximize potential and engagement of employees through mentoring, coaching and constructive feedback. 

  •  Identify  the respective employees’ training and developmental needs and bridge the knowledge gaps to ensure continuous progression and high-level of competence within the team. 

 

Policy, Systems, Processes, Procedures, Standards and Reports 

  • Follow all relevant corporate functional policy, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.  

  • Prepare accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards. 

  • Streamline processes by eliminating redundancy, enhancing inter-departmental coordination, and improving business procedures. 

 

Safety, Quality & Environment 

  • Incorporate safety, quality and environmental management policy, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude. 

 

Continuous Improvement   

  •  Identify opportunities for continuous improvement of the TRSUC function’s systems, processes and practices considering international best practice, business process improvement, cost reduction and productivity improvement. 

  • Execute improvement strategies to enhance efficiency and productivity 

  • Incorporate “international best practices” and standards into the improvement of business processes, department systems and productivity. 

 

Qualification & Experience:

  • Batchelor’s degree in civil, electrical, mechanical, engineering, or related field 

  •  8-12 years of relevant experience  

  • Experience in KSA and GCC countries.

  • Knowledge and experience in smart sustainable utilities infrastructure (preferred).
