UAQ is currently seeking an Procurement Manager to join our team. The ideal candidate shall be following the mentioned below Responsibilities and Qualifications :
Responsibilities:
- Manage competitive bidding process including the generation of Request for Quotations (RFQ) / Proposals (RFP), as well as the receipt, opening, evaluation, selection and the receipt of bids.
- Oversee and manage the prequalification and updating of contractors / vendors related records on established systems to ensure that management information is available and procurement cycle progress during end – to - end lifecycle is tracked
- Monitor and report the operating results and costs of the Procurement & Tendering department (and related functions) while ensuring a high level of accuracy within developed procurement forecasts to;
- Identify the percentage of budgeted projects vs actual issued PRs.
- Average processing time for procurement process staring from the PR approval to PO/contract issuance.
- Competitive bids issued vs Single source requests.
- Review, Follow and improve (where applicable) the defined strategy and plans for Procurement & Tendering, in line with the Company’s requirements and priorities.
- Oversee relationships and partnerships to ensure partner excellence and increase overall value of partnerships.
- Evaluate all proposals and coordinate with vendors to provide required component bids and analyze all vendor performance to improve all procurement processes.
- Maintain a cost optimization mindset which involves continuously seeking ways to streamline processes, reduce expenses, and maximize resources to achieve efficient and sustainable outcome.
- Ensure a highly accurate vendor database while introducing regular initiatives to improve supplier relationships and vendors evaluation based on their performance.
- Manage category management solutions to consolidate spend and maximize savings.
- Monitor and identify procurement ROI and compare savings with operating costs.
- Ensure local content mandate is met by applying the needed measures during pre and post awarding (i.e. commercial evaluation, supplier performance evaluation, etc.)
- Ensure ESG requirements are being applied and monitored pre and post award.
Qualifications
- Bachelor’s degree in Engineering, Business Administration or related degree with a minimum of 7 years of relevant experience.
- Supervisory-level experience is required (3+ years).
- Good knowledge of the principles and practices of contracts planning and tendering.
- Real Estate industry experience is preferred.
- Proficiency in both English and Arabic Languages.

- Ability to plan, set and define organizational strategy by applying a broad understanding of the industry, context, legal, and financial requirements and possibilities for the organization.
