Purpose of Job
Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives. Jobholders might act as internal consultants and facilitators through providing guidance to deliver and perform operational activities. Their main operational role includes providing guidance in developing data management plan to raise awareness in data protection and automation, supervising plan implementation to advise on corrective actions, providing expertise in identifying improvement areas and recommending data management projects to optimize the use of data within the bounds of policies and guidelines.
Job Responsibilites
Data Management Planning
- Review National Data Management Office (NDMO) approved standards and policies to update ZATCA’s current data guides accordingly ensuring continuous adherence with NDMO requirements
- Conduct an assessment identifying needs and challenges related to data management to highlight needed requirements for efficient data management and define improvement areas
- Define data management policies, procedures and guidelines in line with set strategy and ZATCA’s overall strategic priority
- Develop data management plan to raise awareness in data protection, automation and storage topics across the organization
- Devise list of data management KPIs in line with strategic objectives to ensure proper follow-up
- Communicate data management policies, guidelines, strategy and plan with related stakeholders and provide support to secure clear understanding
- Develop and install programs managing meta data and information assets to ensure data integrity and quality
- Define data owners and create accordingly roles, responsibilities and rules on related data systems to facilitate traceability of data breaches
Data Management
- Follow-up on implementation of data management plans while identifying related data issues and ensuring timely resolution
- Identify improvement areas and develop accordingly needed new data management projects to optimize the use of data within the bounds of policies and guidelines
- Execute data management projects in line with timeline objective and management direction while ensuring proper delivery of services requested by ZATCA’s functions
- Follow-up on implementation of improvement action plan to minimize facing new data related issues
- Develop reports for related stakeholders highlighting ZATCA’s compliance levels with data standards and policies
Organization and Operations
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
People Management
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes

- Bachelor’s degree in Data Science, Computer Science or equivalent is required
- Master’s degree in Data Science, Computer Science or equivalent is preferred
Experience
A minimum of 5 years of relevant experience
