I. POSITION SUMMARY
This position is based at the NEOM NGHP Site (Power Elements - Generation Wind or Solar), working a 8 x 2-week, rotational assignment.
Reporting directly to the PWE Generation EH&S Manager, the role of the Environmental Compliance Lead, is to develop and implement a comprehensive Environmental compliance strategy that will encompass legal and regulatory, NEOM / NGHC & Industry standards and any applicable permits.
The incumbent is expected to have detailed knowledge of HSE throughout all phases of Construction and Commissioning.
II. PRINCIPAL ACCOUNTABILITIES
This Environmental Compliance Lead position is accountable for the following:
- Develop and monitor compliance with ALL EHS&S regulatory requirements in a proactive capacity
- Track EH&S performance against formal EHS&S KPI’s
- Input all Environmental incidents into Event Management
- Pre-approval of contractor safety related documents, using a proprietary document control system
- Managing an Environmental Field Supervisor to support the department
- Inspecting and auditing the NGHP Power Generation site on a weekly, monthly and quarterly basis throughout the commissioning and start-up phases
- Via the audit program, highlight compliance with all Environmental requirements and escalate as appropriate through the ongoing continuous improvement practices
- Establish Environmental legal matrices as part of the overall EH&S compliance matrix.
- Ensure prompt follow up of corrective action plans resulting from audits
- Maintain an EH&S tracking register and monitor compliance with EH&S priorities
- When required and requested take part in Contractor and sub-contractor kick off meetings
- Undertake formal ENVIDS on a rolling 90-day basis
- Ensure the planning and preparation of all audits are risk based
- Ensuring environmental information/expertise is provided to the site team when solicited to ensure compliance to AP / NEOM / NGHC standards and regulatory requirements.
- Demonstrating a strong leadership commitment throughout the project phases
- Actively participating in and leading Environmental promotion events, competitions, established programs
- Support the environmental Supervisor in executing against the environmental management program and the waste management plan
- Maintaining open and effective communication channels with all members of the commissioning and start-up team(s).
- Support Training Manager and communicate gaps and compliance deficiencies.
- Manage, coach, and develop EHS Compliance Technicians
- Support incident investigations and RCA’s when required
- Assist the EH&S Manager in ensuring the Project Construction Environmental & Social Management Plan (CESMP) is implemented and monitored throughout the duration of the Project.
- Providing leadership to ensure prompt prioritization and coordination of all unforeseen issues at the site, escalating to the AP Site Manager and AP EH&S Manager as required.
- Write audit reports as necessary and roll out a monthly suite of statistics reflecting environmental performance
- Help in ensuring the EH&S plan is updated on a regular basis in conjunction with the site management team.
- Support the implementation of the Five Star Behavioural incentive program
- Give input to ensure the accurate completion of the EHS&S section of the weekly report
- Be actively involved in the BSP program.

III. MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Engineering Degree in a Technical Subject.
- Diploma in an Environmental subject.
- Member of an accredited organization Environmental professionals i.e. IEMA, NAEP
- at least 12 years of experience in oil & gas industry
- at least 5 years of experience in a leading role
- Experience in the Middle East and/or North Africa is essential
- Thorough knowledge of international standards for management of Health, Safety, Environment and Risk such as OSHA, NFPA, ISO 14001 and ISO 45001
- Familiar with all aspects of environmental management in construction & commissioning.
- Being a good team player, good communication and interpersonal skills
- Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
- Must have exceptional communication skills
- Must be an expert with Microsoft office
- Willingness to travel and be based in remote location
- Knowledge of environmental legislation within KSA.
