ROLE OVERVIEW

The Director of Human Resource Oxagon will work in conjunction with NEOM People Team, lead strategic planning of organizational design, performance, engagement, learning and development. Support from NEOM People Team, oversee the implementation of strategies and tools to support talent processes such as succession planning and talent management which will drive high performance and engagement to positively impact key business metrics. Be a point of escalation for NEOM HR issues within Oxagon

Be responsible for the implementation of NEOM and Oxagon’s people policies and procedures

 

REQUIREMENTS SUMMARY

  • In conjunction with NEOM People Team, lead strategic planning of organizational design, performance, engagement, learning and development
  • With support from NEOM People Team, oversee the implementation of strategies and tools to support talent processes such as succession planning and talent management which will drive high performance and engagement to positively impact key business metrics
  • Be a point of escalation for NEOM HR issues within Oxagon
  • Be responsible for the implementation of NEOM and Oxagon’s people policies and procedures

ROLE COMPETENCIES & ACTIVITIES

The Director of Human Resource Oxagon responsibilities will include, but not be limited to:

 

Stakeholder Management

  • Work with NEOM People Team and Oxagon Leadership team to develop the Oxagon employee value proposition
  • With direction from the NEOM People Team, lead strategic initiatives focusing on organizational structural design; high-performance leadership and employees; employee engagement, and developing talent through innovative talent programs and succession planning
  • Assist to define operating models, organization structures and defining roles, responsibilities and decision rights within Oxagon
  • Work with Oxagon leadership to develop solutions to their business and people needs to ensure sustained high performance and engagement and alignment with NEOM’s values and ambitions
  • Lead on people change initiatives and providing practical approaches to create transformational and sustained behavior change
  • Implement and oversee Oxagon people programs: performance management; leadership/talent development (different segments); employee engagement; and succession planning
  • Be responsible for the ongoing management of Oxagon’s people policies and procedures to ensure they remain aligned to business strategy, culture and Saudi Labor Law.
  • Provide expertise and coaching to team members and Oxagon leadership on HR issues
  • Translate HR strategies into actionable plans and lead multiple projects at a time
  • Work in partnership with NEOM People Team and Oxagon management on recruitment and retention strategies, compensation and benefits, employee relations, workforce planning, and HR data and metrics to ensure alignment to the NEOM employee value proposition and values.

 

 

Change Management

  • Stay informed about best practices in stakeholder management and apply them to enhance engagement strategies.
  • Seek feedback from stakeholders to continuously improve the quality of engagement and communication.
  • Promote transparency and accountability in all interactions with stakeholders.
  • Identify potential risks associated with the change and develop strategies to mitigate them
  • Develop a strategy that outlines the approach, resources and timelines for implementing the change.

 

       Leadership

  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 15+ years’ proven experience in strategic Human Resource Management in a multi-national organization, with a preference for industry experience within Manufacturing, Real Estate or Port organizations.
  • Track record in working with senior executives to implement strategic people initiatives to drive high performance and engagement
  • Experience in designing people programs that are aligned and complement each other to create success
  • Ability to understand company/people culture and ensure that the NEOM message and brand is emphasized throughout all performance, engagement and development programs
  • Understanding and knowledge of HR Information Systems (Specifically SAP SuccessFactors suite) to support organizational effectiveness (performance management, succession planning, talent management, etc)
  • Thorough understanding of HR data and metrics and how they are used to inform decision making
  • Excellent people manager – able to lead by example and develop a team
  • Interpersonal skills to build effective relationships across all levels of the organization
  • Ability to understand context quickly, problem-solve and make decisions within the scope of HR policies.
  • Facilitation and project management skills
  • Excellent communicator (verbal and written) with a good command of English and ability to present confidently to small and large groups
  • Influencer and able to lead people through change

Qualifications

  • Bachelor's Degree in HR, Business or related field
  • Master’s Degree in HR or related field (preferred)
