The O&M Manager is a critical role within the NEOM Water Recycling team and the Utility, responsible for overseeing the acceptance and delivery of assets into operation to ensure alignment with Sector standards and requirements, that O&M contracts are in place, and ensure effective contract management to achieve the required performance standards. |
The role requires the individual to manage internal and external stakeholders and develop, deliver and coordinate day to day technical assessments and maintenance programmes, oversee their implementation and monitor progress in line with operational targets for the contracts on NEOM wastewater assets. |
ROLE COMPETENCIES & ACTIVITIES The Operations & Maintenance Manager responsibilities will include, but not be limited to: Provide support and technical assistance to the team and external contractors engaged in wastewater O&M contracts across NEOM and within the utility by; - Complying with all Health and Safety procedures and working practices and assure the same of all contractors.
- Overseeing stakeholder communications both internal and external
- Implementing performance KPIs and monitoring regimes across assets
- Reviewing and monitoring O&M performance reporting.
- Developing and overseeing the preparation of a variety of mandatory reports as required by the Utility and other Authorities
- Identifying gaps in capacity of Operators and identify training needs.
- Contributing to asset planning by providing operation information for all assets.
- Taking part in emergency and contingency planning and management of incidents both inside and outside normal working hours.
- Supporting innovation and research projects on operational plants
- Providing point of contact for all operators
To be successful the individual shall: - Demonstrate high standards of H&S leadership
- Plan, organize, schedule and coordinate the work of multiple operations and maintenance contractors
- Relate to practical experience in the quality and performance assessment of wastewater operators
- Have knowledge of asset management concepts, including asset management systems, asset registers, condition assessment, CMMS systems, risk-based project prioritization, and capital improvement planning
- Be familiar with applicable laws and regulatory codes
- Have experience and understanding of working practices and cultural norms within the Middle East utility sector and ability to communicate and challenge unacceptable performance in an effective manner
- Be forward thinking and willing to challenge typically accepted norms to achieve new working methods and practices
- Collaborate across a matrixed organization

EXPERIENCE & QUALIFICATIONS Knowledge, Skills and Experience - 15+ years’ experience in the implementation, operation and maintenance of wastewater conveyance and treatment assets including assessment and typical controls for H&S risks
- 10+ years’ experience in coordinating multiple internal and external stakeholders
- Experience in both Utility and either Consultant/Contractor/Developer organizations, engaged in multiple simultaneous water infrastructure projects
- Ability to provide detailed technical assessments, recommendations and influence people at all levels
- Innovative approach, eager to challenge the status quo
- Ability to focus on short- and long-term strategic objectives
- Expert knowledge of wastewater treatment processes and wastewater treatment plant design and operation
- Understanding of Operations management frameworks and experience developing planning, monitoring and evaluation systems
- Knowledge of Quality systems and the importance of risk management
Qualifications - Bachelor of Science / Engineering degree in a STEM subject.
- Professional membership of relevant chartered industry body.
- Master of Science/Engineering in a STEM subject with a focus on water/wastewater treatment is desirable.
