Purpose of Job
The job holder is responsible for managing the Vendors Management & Local Content function to ensure delivery of required good and services according to requirements and government guidelines.
Job Resposiblites
Strategy and Planning
- Contribute to the development of Procurement business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Vendors Management & Local Content in line with Procurement business plan and Finance and Administration strategic plan
- Implement plans and provide input to enable achievement of Vendors Management & Local Content goals that support ZATCA’s overall strategic plans
Budget Management
- Discuss Vendors Management & Local Content budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Vendors Management & Local Content budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Vendors Management & Local Content and mitigates financial and operational risks
Local Content
- Ensure the implementation of local content regulations issued by the Local Content and Government Purchases Authority (i.e., Saudization follow-up, local content fee) and the adherence to bidding requirements
- Review local market overview report including challenges, market analysis, and list of suppliers and approve all materials to be procured from internal or external suppliers
- Submit post-qualification supplier assessment in line with set guidelines and present findings to concerned stakeholders
Vendors Management
- Approve list of pre-qualified suppliers by category and backlisted suppliers
- Identify purchasing method/ sourcing category based on project nature according to government procurement guidelines
- Manage the development of RFQs or RFPs according to policies and procedures as well as technical and financial evaluation dimensions and framework
- Ensure verification of technical and commercial proposals for local content requirement
- Ensure validation of delivered goods against terms and conditions which include technical specifications, requested quantities, quality of service received, etc. and resolve issues related to defects and non-compliance in deliverables
- Maintain relationships with vendors to satisfy purchasing needs
- Follow-up on payments ensuring adherence to contract payment terms of agreement
People Management
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
- Establish a high-performance working environment and promote ZATCA values

Eductaion
- Bachelor’s degree in Business Administration, Engineering, or equivalent is required
- Master’s degree in Business Administration or equivalent is preferred
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
