Purpose of Job
The job holder is responsible for managing the Fleet Management function including development of guidelines, policies, fleet management plan and budget, provision of insurance, implementation of routine checks and maintenance, assignment of fleet, management of fleet operations, in addition to sourcing service providers and monitoring their performance to ensure optimal service and performance of ZATCA’s fleet.
Job Resposiblites
Strategy and Planning
- Contribute to the development of Support Services business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Fleet Management in line with Support Services business plan and Finance and Administration strategic plan
- Implement plans and provide input to enable achievement of Fleet Management goals that support ZATCA’s overall strategic plans
Budget Management
- Discuss Fleet Management budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Fleet Management budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Fleet Management and mitigates financial and operational risks
Fleet Planning
- Manage the development and/or update of fleet guidelines, standards, policies in line with identified annual requirements
- Manage the development of fleet management plan and overall budget to ensure proper functioning of related policies and guidelines
- Select best-fit service provider to acquire needed vehicles ensuring abidance with set budget and ensure agreements are complete and accurate to guide requirements’ implementation
Fleet Operations
- Manage routine checks and regular preventive and corrective maintenance on the vehicles ensuring abidance with vehicle maintenance guidelines and take adequate measures in case of discrepancies to ensure optimal fleet performance
- Ensure adequate insurance coverage on all fleet vehicles
- Secure spare parts’ availability when needed in coordination with Procurement function to maintain fleet operability
- Plan fleet assignment including daily schedule of vehicles’ movement and Drivers according to need
- Manage transportation services including transporting eligible employees safely and timely delivering ZATCA documents ensuring adherence with KSA traffic and transportation laws and regulations
- Manage the de-listing or disposal of unwanted vehicles ensuring alignment with fleet standards and ensure vehicles’ database is continuously updated
Monitoring and Reporting
- Ensure payments to service provider are made on time and according to budget plan
- Submit periodical reports to management highlighting findings, achievements and challenges, and needed corrective actions and improvements to maximize fleet services and performance
- Monitor the service provider’s performance against agreement and enforce corrective actions in case of breaches
People Management
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
- Establish a high-performance working environment and promote ZATCA values

Eductaion
Bachelor’s degree in Business Administration, Management, or equivalent is required
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
