Libera is mandated to hire a Contracts Manager (CM) shall lead all contracting efforts for IMI and be responsible for managing the spending on services. CM shall obtain quality products at competitive prices in a timely fashion to ensure maximum value and profitable operations. CM has the responsibility for ensuring the code of ethics following policy, procedures and applicable local regulations. CM shall demonstrate strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities such as selecting, mentoring, coaching, supervising, motivating and training Contracting staff.
Responsibilities:
- Oversee contracting plans and ensure they are aligned with organizational goals.
- Oversee the negotiations of contracts with suppliers, clients, and subcontractors ensuring favourable terms and conditions.
- Ensure the contract execution process, including legal reviews and approvals.
- Ensure compliance with relevant industry regulations, legal requirements, and company policies.
- Build and maintain strong relationships with clients.
- Ensure to identify potential subcontractors based on project requirements and client preferences and evaluate and select subcontractors through a thorough vetting process.
- Ensure that contracting terms and conditions align with company policies and legal standards.
- Ensure to maintain accurate documentation of all contracting activities.
- Ensure effective cascading of the functional strategy into department business plans for vertical alignment and horizontal integration with other interfacing departments/units.
- Manage the effective achievement of assigned objectives through the leadership of the department by setting of individual objectives, managing performance, developing and motivating staff to maximize performance.
- Institute and make recommendations on policies and procedures for collecting and reporting key metrics that will reduce our overall expenses to ensure increasing productivity and successful compliance of all contracting related activities.
- Monitor business trends and service availability to pay the best price for services without sacrificing quality or delivery times.
- Maintaining correspondence and documentation related to contracts
- Develop and recommend the department budget and monitor financial performance versus the budget while ensuring all activities are conducted in line with the approved guidelines.
- Manage and ensure effective implementation of departmental policies, procedures and controls covering all areas of assigned departmental activities so that all relevant procedural/legislative requirements, are fulfilled while delivering a quality, cost-effective service.
- Manage the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering leading standards, productivity improvement and cost reduction.
- Ensure that all department reports are prepared timely and accurately and meet IMI’s requirements, policies and quality standards.

Qualifications
- Bachelor’s degree in supply chain management, Business, Operations Management, Engineering
- Master’s degree in supply chain management, Business and Operations Management is preferable
- Certified Commercial Contracts Manager (CCCM) designation through the National Contract Management Association.
- Certified Professional Contracts Manager (CPCM) designation through the National Contract Management Association.
- Contract & Commercial Management (CCM) designation through the World Commerce & Contracting Association.
- 15+ total working years of experience.
