JOB PURPOSE
Responsible for designing, implementing and evaluating programs that enhance employee skills, knowledge, and capabilities across the organisation. Manage a team of professionals to design and deliver training that supports the organization's strategy, values, and goals, providing employees with the necessary tools and information required to complete their tasks successfully.
RESPONSIBILITIES
Curriculum Program Design
Support the implementation of the agreed talent strategy to – aligned with the NEOM vision and People strategy.
Facilitate all types of training offerings i.e. instructor-led workshops, digital learning, and learning events such as management skills, professional skills, team-building, mentoring, and cultural orientation as needed.
Design bespoke and fit-for-purpose talent programs to address specific development needs across sectors and departments.
Develop communication plans and materials in support of People Development initiatives.
Developing and implementing IDPs for employees, connecting them to support career growth with succession planning and talent mobility considerations
Talent Program Delivery
Manage the execution of programs including but not limited to induction programs, competency development, leadership development, and Talent Programs (e.g., Graduates, Women in Leadership & HiPo)
Collaborating with HR Business Partners to ensure that training and development
programs align with the company's diversity and inclusion goals.
Be accountable for measuring ROI and the effectiveness of training programs through evaluating feedback and gaining insights from our data to applying new learnings to further enhance programs.
Learning Needs Analysis
Support the Senior Manager in partnering with NEOM sectors and businesses to develop the talent management and development/capability-building strategy for NEOM.
Deploy initiatives to expedite the readiness of high potential talent and methods of tracking such development.
HR Data Analytics and Insights
Facilitate identification of high performing and high potential talent using the best available methods and technology available.
Facilitate and lead talent review conversations using the latest methods.
Manage the evaluation of all learning solutions and stay up to date with the latest training and development trends and best practices/systems
Manage learning & development interventions, including personalized learning, microlearning, gamification, virtual and AR, social learning, continuous learning, on a global scale aligned to business metrics and field objectives
Leadership and Direction
Be accountable for measuring ROI and the effectiveness of training programs through evaluating feedback and gaining insights from our data to applying new learnings to further enhance programs.
Act as an expert consultant to stakeholders and SMEs on the best learning and development methods for a range of talent profiles.
Support with managing the departmental budget for training and development activities, producing reports and analysis on spend and return on investment.
External Consultant or Contractor Engagement
Act as an expert consultant to stakeholders and SMEs on the best learning and development methods for a range of talent profiles. Build strategic partnerships with world-leading program providers to enable and activate fit-for-purpose, market-leading training and development offerings
Vendor management of external relationships to ensure contractual obligations are met to the highest program delivery standards

EDUCATION General Education
Bachelor’s degree in business administration or human resources
A master’s degree in business administration or human resources is preferred Professional Certificate in Learning & Development and HR (CIPD Level 5, SHRM – SCP)
