Role Purpose
The HR Strategy & Planning Senior Manager is responsible for leading the strategic planning of the People function in alignment with NEOM's goals and objectives. This role involves overseeing the overall planning of the People function, ensuring that resources are allocated optimally, and preparing, monitoring, and maintaining the People function budget. The role also involves leading HR-wide projects to ensure that delivery meets set objectives and timelines. Additionally, the HR Strategy & Planning Senior Manager oversees all People policies, manages critical People systems, and ensures compliance with local regulations, generating progressive analytics to inform key decision-making.
KEY ACCOUNTABILITIES & ACTIVITIES
Strategic Role:
- Hold overall responsibility for designing, developing, and delivering the strategic planning approach for the People function, ensuring alignment with NEOM's broader business goals.
Project Management:
- Design, develop, and deliver the organization's project management strategy. Personally lead one or more projects of strategic importance.
Change Management:
- Support change initiatives by developing and delivering change management plans, ensuring outcomes align with organizational objectives.
Leadership and Direction:
- Communicate the function's strategy and its relationship to NEOM's mission, vision, and values. Motivate and guide team members to achieve the organization's business goals.
Budgeting:
- Manage and oversee budget plans for the department, including the development and delivery of these plans.
Performance Management:
- Develop performance objectives for the team and manage performance using the organization's performance management systems to ensure the achievement of objectives.
Policies and Procedures Development:
- Develop, monitor, and update People policies to ensure compliance with local regulations and alignment with NEOM’s strategies.
Audit:
- Develop and implement audit plans to ensure compliance and address any identified issues.

QUALIFICATIONS
- Education: Bachelor's Degree or equivalent level.
- Experience: Over 10 years of substantial general work experience in HR strategy and planning, with over 3 years of experience in planning and managing resources to deliver predetermined objectives.
