Role Purpose

• Managing the development, implementation and updating of the Command and Control strategy, plans, policies, procedures, guidelines to meet overall strategic objectives, while aligning to industry best practices.
• Plan and maintain technology architecture for a collaborative and comprehensive Unified Command and Control center leveraging leading edge technology, current and future systems.
• Provide and apply continues recommendations and requirements to enhance the Command and Control Center platforms, protocols, standards and integrations that enable proactive leader decision making.
• Coordinate and liaison between business operations and technology teams and ensure that business related requirements are clearly defined, prioritized, and well understood.
• Maintain implementation roadmap for technologies within Command and Control Center
• Define, manage resources and employ the NEOM Security technology architecture that enables collaboration across all applicable NEOM and partnered Saudi Security agencies

KEY ACCOUNTABILITIES & ACTIVITIES

Key Responsibilities

• Ensure the Unified Command and Control apparatus enables NEOM as the safest and most secure place in the world while being responsive to its residents and visitors
• Coordinate and manage development of  Command and Control sub strategies and implementation roadmaps in alignment with the overall public safety strategy.
• Develop and maintain technology standards, and security systems requirements document to be used by regions within NEOM as inputs to the designing stages
• Develop and Maintain Command and Control Technology Architecture the covers all layers from business to infrastructure
• Lead the designing and implementation of safe/cognitive cities concept for public safety and security purposes
• Participate in establishing command and control center based on prediction and prevention of incidents
• Coordinate and integrate technology projects within Public Safety department to ensure full integration between all systems and applications
• Plan, Review and Manage Implementation plans in coordination with related functions within Command and Control
• Collect business requirements and create demand management process to ensure proper delivery of technology projects.
•  Provide guidance on the planning and design of the public safety systems including the CCC systems
• Review and approve the Business Continuity Plans for various IT systems being maintained under CCCD
• Establish the next generation intelligence, surveillance and monitoring architecture that facilitates proactive prevention through a comprehensive and integrated systems approach
• Develop and Maintain integration architecture with all Saudi Security agencies and ensure the NEOM Command and Control architecture is integrated, collaborative and achieves synergy across all of the stakeholder Security organizations
• Understand, codify and institutionalize the interrelationships between technology driven processes that produce the Common Operational Picture (COP) and human decision making
• Develop and mange strategies, programs, policies, decisions, assignments and activities for the NEOM Security Command and Control architecture using latest technologies coupled with human processes and pushing boundaries beyond current thinking
• Provide comprehensive contract management, oversight and partnerships with Command and Control subject matter experts and operators, offering them vision, direction and leadership
• Make recommendations to the NEOM leadership regarding appropriate Security – Command and Control models to employ in NEOM
• Develop networks to attract a wide range of world class Security technology providers to the NEOM region
• Identify high value partners and companies with world class delivery of a comprehensive Command and Control solutions
• Work collaboratively across other Security directorates (e.g. Border, Physical, Information Security, Risk Management and Capability Development) to ensure Command and Control solutions are effective, comprehensive, and durable
• Ensure fielded systems and functions are accompanied by an integrated training, documentation and maintenance plan that guarantees a long term, sustainable, capability to NEOM

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills  and Experience

• A visionary mindset that can advance NEOM leadership through understanding, visualization of a desired end state, describing that vision and directing the organization to achieve that goal
• A proven track record of dynamic and successful leadership in the safe cities/smart cities discipline.
• Ability to undertake strategic thinking and application in a dynamic, fast-changing and complex Security environment
• Proven risk assessment and mitigation skills applied across large projects in a complex operational environment
• Evidence of having managed large Command and Control projects or similar and exercises
• Extensive knowledge of future and leading-edge Command and Control and safe cities technologies in the Security industry globally
• A collaborative mindset and able to work with other directorates on joint projects

Qualifications

• Minimum Bachelor's Degree (Masters preferred)
• Extensive years managing organizational Command and Control functions
