✓ Thoroughly Review and understand the Bid/Project package and requirements.
✓ Technical elaboration/interpretation of the Scope of Work.
✓ Prepare / Assign responsibility matrix, proposal plans & schedules and guide the estimators in precise estimation.
✓ Arrange bid review meetings, contribute to proposal strategy and incorporate all agreed actions into the final proposal.
✓ Update the proposal Manager about progress and areas of difficulty on a regular basis.
✓ Advance planning giving due importance to all aspects necessary to complete the proposals within the Schedule.
✓ Prepare Direct & Indirect Project Resources and Cost Budgeting based on the Estimation.
✓ Facilitate input from technical and commercial experts, partner organizations and sub-contractors, where
✓ appropriate.
✓ Review and Finalize Estimation, advise and oversee Commercial & Technical Bid Preparation.
✓ Prepare most competitive Techno-Commercial Proposals in compliance with company policies, procedures, practices and as per the client requirements & specification.
✓ Assess the competition and competitors and Advise/ Assist management on key decision making
✓ Liaise with internal departments to ensure the deadlines are met.
✓ Handover of Bid Documents including ‘Rev.0’ budget to the Project Manager upon award of the contract.
✓ Manage to and fro technical clarifications and pre-award correspondence with the client’s.
✓ Assist / Advice in the preparation & review of Project Plan & Schedule
✓ Advise on Project Managers’ Critical Issues on Execution Standards and adaptable Procedures.
✓ Set and Review Project progress, resource and Coasting Parameters and Alert Management on expenditure
✓ Obtain and evaluate subcontract & materials quotations. Assist in Evaluation and finalization of Sub-Contracts.
✓ Deliver engaging, informative, well organized presentations and facilitates team and client meetings effectively.
✓ Evaluate Weekly & Monthly Progress Reports and advise management on execution strategies
✓ Meeting with clients as and when necessary on Technical Matters.
✓ Scan / Explore the Local Market for new leads or jobs when necessary.
✓ Obtain feedback from Clients & Project Team on performance & competency and analyze with Estimation Parameters.
✓ Liaison with client and coordinate the management team for establishing key contracts.
✓ Use personal & professional relations and sources for business tie-ups
✓ Oversee the implementation of IMS / ISO procedures.
✓ Identifies opportunities for improvement and makes constructive suggestions for change.
✓ Reviews various status reports and addresses issues as appropriate.
Skills
Degree / Diploma in Engineering (Civil, Mechanical and E&I)
• Minimum 5+ years of experience in the similar field
• Exposure to EPC/LSTK , Oil & Gas projects is a must, Plant Construction & Maintenance and Pipeline Construction & Maintenance is must. Practical Construction Field experience is preferred.
• Hands on exposure to relevant software’s - MS Office, AutoCAD, P6, etc.
• GCC experience will be an added advantage
• Experience in ARAMCO and its sister affiliates, SABIC, SADARA and Shutdown will be preferred
