Role Purpose | The Development Controls Manager has a pivotal role within the Trojena Development Management Office, reporting to the Director of Development Governance. This position supports the Head of Development's strategic direction and is instrumental in orchestrating the development and execution of Trojena's Masterplan. The Manager ensures effective implementation and compliance with governance processes, playing an integral role in development control and governance within Trojena. Collaborating with the Director, the Manager will develop a comprehensive reporting framework to track the progress of Trojena's six distinct clusters, aligning all activities with the organization's overarching goals and strategic objectives. | |
KEY ACCOUNTABILITIES & ACTIVITIES |
Role Summary | This Controls role assists the Director of Development Governance in establishing and maintaining robust development control processes which includes a rigorous process of monitoring the implementation and delivery of the different aspects of Trojena Clusters within the Trojena Masterplan. The Development Controls Manager will need a deep understanding of Trojena’s historical, current, and projected development plans, aligning these closely with the strategic directives set forth by the Founding Board, thereby maintaining the integrity and vision of the development project. |
Development Control Management: | Within the scope of development control management, the Development Manager will execute the following key functions: - Oversee the development control processes across six clusters, ensuring adherence to established frameworks and contribution to collective project objectives.
- Monitor each cluster's compliance with the Detailed Master Plan (DMP), actively managing variations and coordinating with the sitewide team in line with NEOM's procedures.
- Maintain a comprehensive asset register in line with DMP controls for accurate asset tracking throughout the project lifecycle.
Note: the asset register for Trojena is a comprehensive and detailed tracking tool that contains vital information about each asset, including its size, function, and other key characteristics. It is an indispensable resource for effective asset management, aiding in operational planning, financial analysis, and strategic decision-making throughout the lifecycle of the development.- Manage the workstream tracker's use by each cluster, ensuring it captures relevant information for real-time project monitoring. Analyze progress and compare between different Clusters to ensure same matrices are used.
Note: The workstream tracker is a strategic instrument that is utilized by the Cluster directors that facilitates task prioritization, design coordination, risk management, and comprehensive project oversight. It's vital for maintaining a clear line of sight on all Cluster developments, ensuring that tasks are aligned with the project's strategic direction, and that potential risks are managed promptly. Regular updates and precise completion dates are crucial for its effectiveness, as is clear ownership and defined actions for each task. |
Development Dashboard: | Dashboard Reporting System Utilization:- Employ a dynamic dashboard reporting system to monitor project timelines, budgets, and quality standards.
- Maintain the dashboard with updated key performance indicators and progress metrics.
- Analyze data to identify trends, risks, and opportunities.
Comprehensive Reporting:- Generate reports on project status, masterplan compliance, business case adherence, and schedule progression for stakeholders.
Dashboard Management:- Conduct regular updates to ensure current reflection of developments and financials.
- Implement a data verification process for accuracy and reliability.
- Integrate financial tracking for a clear view of budget allocations, forecasts, and variances.
- Customize reporting for various stakeholder groups to ensure accessible and comprehensible information.
- Continuously improve the dashboard based on feedback to enhance management effectiveness.
Asset Register Integration:- Embed and maintain a detailed asset register in the dashboard for real-time tracking of all assets.

Reporting | - Develop and implement a structured reporting schedule (e.g., weekly, monthly) for consistent updates.
- A reporting log to track the frequency and recipients of the updates (e.g., weekly, monthly).

Escalation Management: | - Streamline escalation processes for project-related issues and ensure timely resolution by coordinating with relevant stakeholders.
- Provide regular updates on escalated matters and their resolutions to the Director of Development Governance.

Collaboration & Communication: | - Serve as a key point of contact for the DMO, communicating project compliance and progress to internal and external stakeholders.
- Collaborate closely with various Cluster teams for accurate and current information.
- Facilitate effective communication between project teams, management, and other stakeholders, presenting reports and insights to senior management and the Director of Development Governance.

Enhancements & Version Control: | - Maintaining a version history for the dashboard to track changes over time.
- Identifying areas for process improvements and implementing best practices.
- Staying updated with the latest trends and technologies in project management and reporting.

BACKGROUND, SKILLS & QUALIFICATIONS |
Knowledge, Skills, and Experience | - Proven experience in project monitoring, compliance, or a related field in real estate development.
- Minimum of 10-12 years in project management or development control, with a proven track record in managing reporting systems.
- High level of accuracy in monitoring projects and preparing reports.
- Strong analytical skills, proficiency in dashboard creation and management, adept in problem-solving and risk management.
- Effective team management, excellent communication skills, ability to work under pressure and make informed decisions.
- Proficiency in project management software and tools for monitoring and reporting.

Qualifications | - Bachelor’s Degree in Real Estate or Real Estate Development, Business, Architecture, Engineering or Construction; or Master’s Degree in Business (MBA or MS or equivalent), Real Estate or Real Estate Development, Architecture, Engineering or Construction
- Architecture or Engineering licensure and/or certification in investment analysis is helpful
