Role Purpose | In support of, and to enable, OXAGON to be the easiest place in the world to do business, the Investor Services team ultimately aims to be a fully activated one-stop-shop supporting incoming investors/tenants with a range of integrated advisory, operational and administrative services throughout their investor/tenant onboarding journey which enables investors/tenants to navigate the broad business and regulatory environment to successfully design, build, and operate their assets at OXAGON and position them for future growth. As part of Investor Services team, the Operations function aims to support all Investor Services functions by developing and maintaining investor-related content and executing back-end processes, contributing to delivery of service requests for investors in OXAGON. The purpose of the ‘Technical Lead’ role is as follows: - Assist in the development and implementation of the tenant onboarding process.
- Understand tenants’ technical requirements and ensure they are met.
- Conduct site assessment and provide technical guidance to tenants to meet their requirements.
- Provide technical consultation and support to Investors and Relationship Managers to fulfil required infrastructure, utilities and connectivity related requests and demand.
- Coordinate and act as the point of contact between the investor, OXAGON and service providers for infrastructure, utilities, etc…
- Provide technical consultation and support to Investors and Relationship Managers to obtain construction-related and operations-related licenses and permits.
- Assist in the timely completion of investor requests, collaborating with relevant Investor Services functions and service delivery partners in the OXAGON ecosystem.
- Liaise with engineering and other technical stakeholders to ensure the seamless integration of technical requirements into service delivery processes.
- Archive all technical investor-related documents, organizing them to facilitate easy access across Investor Services functions.
- Update investor-related technical requirements on CRM solutions (ex. Salesforce) and other collaboration tools (ex. SharePoint, etc.)
- Execute back-end processes including data entry, document archiving, and coordination to streamline the service delivery across all Investor Services functions.
- Stay informed about industry trends, regulatory changes, and emerging best practices to integrate this knowledge into day-to-day operations.
- Identify and highlight any changes in the process and/or requirements for service delivery content updates.
- Support the implementation of governance mechanisms to maintain quality standards in service delivery, ensuring alignment with OXAGON’s strategic objectives.
- Collect, consolidate data required to prepare periodic reports on the status of infrastructure, utilities, and connectivity within different industrial zones.

Planning and strategy | As ‘Technical Lead’ you will, on a regular and ongoing basis, be accountable for the following activities: - Ensure the strategic purpose and direction of the Operations function is fit for purpose in supporting the aims of NEOM, OXAGON and the aims of OXAGON investors/tenants.
- Ensure that planning, operations and PMO tools and processes are fit for purpose and updated in line with supporting the aims of NEOM, OXAGON and the aims of OXAGON investors/tenants.
- Actively support, set up and run workshops, and other engagements, with internal and external stakeholders including developing content, and following through on actions.

Leadership | As ‘Technical Lead’ you will: - Act as a respected and knowledgeable lead to positively position NEOM, OXAGON, and the Investor Services with their various stakeholders and audiences.
- With appropriate direction from your manager and others, independently lead, manage, and drive forward your responsibilities that underpin the Operations function.
- Proactively propose inputs that will appropriately evolve the Operations function to best support the aims of NEOM, OXAGON and its investors/ tenants.

BACKGROUND, SKILLS & QUALIFICATIONS |
Knowledge, Skills, and Experience | - Eight or more years of relevant experience.
- Expertise in the technical onboarding of projects in industrial zones.
- Expertise in the domains of infrastructure, utilities, and connectivity.
- Strong background in the technical requirements to obtain construction-related and operations-related licenses and permits within the ecosystem of Saudi Arabia.
- Able to work effectively in, and contribute to, a diverse and multicultural environment.
- Exposure to the Saudi Arabian business environment is a plus.
- Proven stakeholder management and networking capabilities.
- Team player able to work in a highly matrixed organization.
- Able to perform to high standards in a high-pressure, often fluid, and sometimes ambiguous and demanding environment.
- Effectively uses MS PowerPoint, Projects, Word, and Excel.

Qualifications | - Minimum bachelor’s degree.
- MBA or other relevant master’s degrees is a plus.
