Role Purpose

Responsible for ensuring that THE LINE Projects achieve the environmental vision of NEOM and associated requirements, objectives and targets through effective management of staff and resources, quality assurance, stakeholder engagement, development and implementation of appropriate plans and strategies, and provision of technical expertise to Project teams.

KEY ACCOUNTABILITIES & ACTIVITIES

Key Responsibilities

• Manage THE LINE Projects environmental management and compliance programs, including operational and environmental management system requirements.
• Environmental management of the construction contracts in conjunction with the project director and development team lead.
• Developing and optimizing environmental strategies for the program.
• Provide technical inputs on design vision, project positioning, scope requirements, and project schedules.
• Ensuring that Project activities are conducted in accordance with Environmental and Sustainability compliance obligations, management processes, objectives, targets and KPIs through the adoption of industry-leading, international best practices and standards.
• Leading and mentoring a team of skilled Environmental professionals.
• Developing / coordinating the preparation and maintenance of an environment management system (EMS) system and associated policy/ commitment statement, objectives, targets and KPIs, plans and procedures, risk registers, compliance obligation registers, templates, guidelines and standard operating procedures.
• Preparing scopes of work and specifying requirements for inclusion into contracts, framework agreements and other contractual documentation.
• Assisting with the achievement of sustainability objectives, targets and KPIs as necessary.
• Developing, reviewing and/or approving environmental performance summaries, reports and dashboards.
• Overseeing the development and implementation of an Environmental training and awareness program.
• Establishing performance and quality management processes.
• Coordinating Environmental requirements for inclusion into contracts, framework agreements and other commercial documentation.
• Coordinating environmental incident response and root cause investigations and overseeing implementation of controls to prevent recurrence.
• Checking of the environmental aspects of design.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

• 20 years or more of combined experience, a substantial amount of which constitutes working with PMC or Client organizations on major programmes  in a senior capacity to manage the environmental scopes of work for civil infrastructure development Projects/Programs.
• Substantial experience in directly managing environmental professionals, projects, and consultants.
• Substantial practitioner- level experience in construction environmental compliance and management.
• Solid understanding of environmental monitoring and survey methods, local and international standards and best practices.
• GCC experience preferred.
• Experienced in preparing and implementing Environmental Management Systems and associated plans and procedures.
• Excellent attention to detail- ensures that work products are thorough, accurate, precise, and free of errors.
• Excellent analytical, investigative, and problem-solving skills with the ability to evaluate complex problems.
• Excellent planning and time management skills with ability to prioritize and complete multiple tasks within required timeframes.
• Agile and adaptable- able to perform different tasks as might be required to meet organizational needs.
• Excellent verbal and written communication and presentation skills in the English language.
• Ability to summarize complex or detailed information and effectively communicate outcomes to a non-technical audience through various means including reports, logs, trends, emails, presentations, etc.
• Project management, contracts and procurement and commercial experience.
• Works well in a team environment and respectfully and effectively collaborates with persons from diverse ethnic and socio-cultural backgrounds.
• Demonstrates integrity, fairness, and professionalism in all interactions.

Qualifications

• Bachelor’s degree in science or engineering from a recognized university in a physical or natural resource related field (e.g., environmental/biological/geological/chemical science, environmental/water/geotechnical/chemical engineering, etc.). Advanced degree preferred.
• Environmental related qualifications.
• ISO 14001 EMS auditor certification and Hazardous waste management training (e.g., 40-Hr. Hazwoper).
• Environmental registrations, such as CEnv, EP, REP/REM, QAES, CPESC, etc. would be an asset.
• Management qualifications (PMP, MBA, other) would be an asset.
