المسؤوليات الرئيسية
- المشاركة في تخطيط وصياغة بدائل وحلول التصميم لمشاريع البناء.
- التعاون مع ممولي المشاريع، والفرق متعددة الوظائف، ومديري المشاريع المعينين لتحديد النطاق، والمخرجات، والموارد، وخطط العمل، والميزانيات، والجداول الزمنية للمبادرات الجديدة.
- إدارة فرق البرامج والمشاريع لضمان تحقيق العائد الأمثل على الاستثمار، وتنسيق وتفويض المبادرات المشتركة بين المشاريع.
- تحديد المتطلبات الرئيسية للفرق متعددة الوظائف والموردين الخارجيين.
- إعداد وإدارة ميزانيات المشاريع، مع ضمان إنجاز العمل وفقاً لأهداف وغايات العمل المحددة.
- العمل مع مديري البرامج الآخرين لتحديد المخاطر والفرص عبر مشاريع الأقسام المختلفة.
- تحليل مخاطر البرنامج وتقييمها والحد منها، وإعداد تقارير شاملة عن البرنامج للمديرين وأصحاب المصلحة.
- الحفاظ على تواصل مستمر مع ممثلي العملاء بشأن تقدم المشروع ومجالات الاهتمام.
- إعداد وإدارة ميزانيات المشاريع والضوابط المالية والعقود وأحكام ضبط الجودة.
- توجيه تسلسل العمل لتسريع تسليم المشروع وتقليل الاضطراب في العمليات الجارية.
- التحقق من امتثال عمليات المشروع لمواصفات التصميم ومتطلبات العملاء.
- الالتزام بسياسات وأدلة وإجراءات الجودة والبيئة والسلامة والصحة المهنية ذات الصلة داخل شركة Hill International.
- أداء الواجبات الأخرى التي يكلفه بها المدير المباشر/المشرف.
المؤهلات والخبرة
- درجة البكالوريوس في الهندسة من جامعة معتمدة.
- خبرة لا تقل عن 20 عاماً في إدارة برامج البنية التحتية واسعة النطاق المكونة من مشاريع متعددة.
- خبرة مثبتة في تنفيذ برامج ومشاريع حكومية و/أو شبه حكومية كبرى.
- خبرة واسعة في إدارة إنشاءات أعمال المياه وصرف المياه العادمة.
- خبرة مثبتة في تطبيق فلسفة صفر حوادث.
- سجل حافل من التعامل مع الجهات الحكومية ومزودي خدمات المرافق.
- مهارات تواصل ممتازة شفهياً وكتبياً.
- خبرة في العمل على المستوى الدولي.

About the Role
HILL INTERNATIONAL is seeking a Program Manager to join their team. This full-time role involves participating in the planning and formulation of design alternatives and solutions for construction projects, working closely with various teams and stakeholders, and managing program and project teams to achieve optimal return on investment. The Program Manager will be accountable for delivering against established business goals and objectives.
Key Responsibilities
- Participate in the planning and formulation of design alternatives and solutions for construction projects.
- Collaborate with project sponsors, cross-functional teams, and assigned project managers to define scope, deliverables, resources, work plans, budgets, and timelines for new initiatives.
- Manage program and project teams to ensure optimal return on investment, coordinating and delegating cross-project initiatives.
- Identify key requirements for cross-functional teams and external vendors.
- Develop and manage project budgets, ensuring delivery against established business goals and objectives.
- Work with other program managers to identify risks and opportunities across multiple departmental projects.
- Analyze, evaluate, and mitigate program risks, and produce comprehensive program reports for managers and stakeholders.
- Maintain continuous communication with client representatives regarding project progress and areas of concern.
- Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
- Direct work sequencing to expedite project delivery and minimize disruption to ongoing operations.
- Ensure project operations comply with design specifications and client requirements.
- Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications and Experience
- Bachelor's degree in engineering from an accredited university.
- Minimum of 20 years of experience in managing large-scale infrastructure programs consisting of multiple projects.
- Demonstrated experience in major government and/or semi-government program and project implementations.
- Extensive experience in the construction management of water and wastewater works.
- Proven experience in implementing a zero-accident philosophy.
- A record of engagement with government entities and utility providers.
- Excellent verbal and written communication skills.
- Experience working internationally.
