المخطط المجتمعي للقاعدة في قاعدة الأمير سلطان الجوية (PSAB) تقديم التخطيط المجتمعي، وإدارة الأنشطة المتعلقة بالجوانب البشرية والمادية للمخططات المجتمعية والإقليمية والحضرية والشاملة واستخدامات الأراضي دعماً للمنشأة. كما يسهل تطوير وصيانة خطة تطوير المنشأة (IDP) والدراسات التخطيطية الشاملة الأخرى المستخدمة كأساس لتخطيط المنشأة، وتطوير استخدام الأراضي، وقرارات تخطيط الاستثمار في المنشأة.
الأدوار والمسؤوليات
- ضمان التخطيط للاستخدام المتوافق بين تطوير المرافق والبنية التحتية واستخدام الأراضي داخل المنشأة وخارجها، وتطوير منظور إقليمي ومحلي للظروف خارج المنشأة.
- تخطيط البرامج والميزانيات وتنفيذ المشاريع المطلوبة لدعم البرامج الموكلة. استخدام أدوات تقدير التكلفة لإعداد التقديرات الحكومية وبرمجة المشاريع.
- جمع البيانات وتقييم العوامل التي تؤثر على التطوير المادي والصيانة وإدارة أصول البنية التحتية للمنشأة.
- إعداد الدراسات التخطيطية، وتطبيق الأدوات، وتحليل البيانات الكمية والنوعية.
- يعمل هذا المنصب كعضو أساسي في الفريق، حيث يتعاون مع القوات الأمريكية المنتشرة والمملكة العربية السعودية ويدعمها، ويشارك المعلومات مع أعضاء الفريق الأساسيين الآخرين حسب الحاجة.
- ضمان تحقيق جميع أهداف الأداء التعاقدية وتقديم المرفوعات التعاقدية إلى الحكومة.
- العمل مع قوى عاملة متنوعة ودولية ومتعددة المهارات.
- التواجد عند الطلب خلال ساعتين (2) من الإشعار للاجتماع في المنشأة مع الموظفين الحكوميين.
- ضمان تقديم الخدمات بنجاح لـ 4,000 فرد (بزيادة أو نقصان 10%) في جميع الأوقات.
- المسؤولية عن الاستخدام الأمثل والمحاسبة وحماية جميع الممتلكات المقدمة من الحكومة والمقاول (مثل مرافق الحكومة والمعدات والأدوات والمعلومات والبيانات).
- ضمان الالتزام بجميع القوانين الأمريكية، ونظام العمل السعودي، والمعايير الحاكمة النهائية (FGS)، ووثيقة التوجيه البيئي الأساسي الخارجي (OEBGD)، وتعليمات القوات الجوية (AFI) والمعايير المحلية.

- استخدام أجهزة الراديو المحمولة الأرضية، والهواتف المحمولة، وأجهزة الكمبيوتر المحمولة، وغيرها من الأجهزة للحفاظ على الاتصال ومتابعة أنشطة العمل.
بيئة العمل
- سيكون العمل داخلياً وخارجياً.
- قد يحدث تعرض للحرارة والبرودة والغبار والضوضاء والمواد الكيميائية.
- قد يُطلب العمل الإضافي والعمل بنظام المناوبات وفقاً لاحتياجات العقد، بالإضافة إلى السفر من حين لآخر أو بشكل متكرر.
- يجب على الموظفين الالتزام بجميع اللوائح الفيدرالية والمحلية وقواعد العمل المعلنة بالشركة بالإضافة إلى التعليمات المكتوبة.
- قد يتم تقديم تدريب على بيئة العمل الخاصة بالمهام.
- يجب أن يكون مستعداً للعمل في بيئة حرب أو ظروف طوارئ لدعم المصالح الأمريكية.
الأنشطة البدنية
- تتضمن المتطلبات البدنية رفع أوزان تصل إلى 35 رطلاً، والرفع الجماعي حتى 50 رطلاً، والتسلق، والجلوس أو الوقوف لفترات طويلة، والانحناء، والمد.
- قد يتطلب العمل استخدام وارتداء معدات الحماية الشخصية مثل واقيات السمع والعيون، والخوذات الصلبة والأحذية ذات المقدمة الفولاذية، بالإضافة إلى معدات الحماية الفردية (IPE) التي قد تشمل على سبيل المثال لا الحصر الدروع الجسدية الفردية من المستوى III plus/IV مع ألواح باليستية أمامية وخلفية، وخوذة ACH، والملابس (الملابس الداخلية، والقمصان والسراويل و/أو البدلات)، والسترات/الأحزمة العاكسة، وأجهزة كاتم الصوت، إلخ.
- قد تتضمن المتطلبات البدنية اليومية أنشطة مكتبية قياسية بما في ذلك الجلوس/الوقوف لفترات طويلة، وحضور الاجتماعات، واستخدام لوحة المفاتيح والماوس بشكل متكرر، ورفع وحمل ما يقل عن 20 رطلاً بشكل متكرر، إلخ.
- يتطلب العمل مجهوداً بد نياً متوسطاً إلى شاق يشمل المشي إلى مناطق التشغيل وصعود السلالم.
المؤهلات الأساسية
- درجة البكالوريوس في التخطيط المجتمعي، الهندسة المعمارية، أو الهندسة.
- خبرة التخطيط المجتمعي التي تزيد عن الحد الأدنى قد تعفي من شرط الحصول على درجة البكالوريوس.
- خبرة عمل لا تقل عن 4 سنوات في مشاريع مماثلة.
- أن يكون مواطناً أمريكياً ويحمل رخصة قيادة أمريكية سارية.
- أن يمتلك جواز سفر (وليس بطاقة جواز سفر) بصلاحية متبقية لا تقل عن 13 شهراً و6 صفحات فارغة على الأقل للتأشيرات/الأختام.
- أن يكون حاصلاً على تصريح أمني بدرجة سري (SECRET) من الولايات المتحدة ويسري مفعوله.
- أن يكون قادراً على قراءة وكتابة وتحدث وفهم اللغة الإنجليزية بطلاقة.
- يجب على المرشحين أيضاً تلبية متطلبات مسرح العمليات CENTCOM MOD-15.
المؤهلات المفضلة
- يُفضل بشدة حضور دورة مبادئ تخطيط المنشآت للقوات الجوية AFIT WENG 519.
- خبرة في إعداد القواعد الأولية/المجردة (Bare Bases) لوزارة الدفاع/القوات الجوية الأمريكية بالإضافة إلى إدارة التغيير والنمو.

Program Summary
The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.
Job Summary
The
Prince Sultan Air Base (PSAB) Base Community Planner shall provide community planning, and the management of activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use plans in support of an installation. Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.
Roles And Responsibilities
- Ensures compatible use planning between on and off installation facility and infrastructure development and land use and develops a regional and local vicinity perspective of conditions off the installation
- Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, and program projects.
- Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
- Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
- This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces, Kingdom of Saudi Arabia (KSA) and shall share information with other integral team members as required.
- Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
- Work with a diverse, international, and multi-skill workforce
- As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
- Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
- Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
- Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI) and local standards
- Performs other duties as assigned.
Material & Equipment Directly Used
- May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
- Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.
Working Environment
- Work will be indoors and outdoors.
- Exposure to heat, cold, dust, noise, chemicals may occur.
- Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
- Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
- Task specific work environment training may be provided.
- Must be prepared to function in a wartime or contingency environment to support U.S. interests.
Physical Activities
- Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
- Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
- Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
- Work requires moderate to heavy physical exertion including walking to operating areas and walking up stairs.
Basic Qualifications
- Bachelor’s Degree in Community Planning, Architecture, or Engineering
- Community Planning Experience above minimum may waive requirement for a bachelor’s degree
- Minimum 4 years’ work experience with similar project.
- Must be a U.S. Citizen with a current U. S. Driver's License.
- Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
- Must have and maintain a valid U. S. SECRET Security Clearance
- Must be able to read, write, speak and understand English fluently
- Candidates must also meet CENTCOM MOD-15 theater requirements.
Preferred Qualifications
- Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
- Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
