About the Role and Company

Cornerstone Global Partners (CGP Group) is seeking a Tendering Manager to join a Class 1 Saudi heavy civil contractor. This company specializes in horizontal infrastructure, including roads, highways, earthworks, and utilities. This full-time position is based in Riyadh, Saudi Arabia, and is central to securing new project opportunities.

Role Purpose

The Tendering Manager will lead the full tender lifecycle, from prequalification through technical and commercial submission, for the company's horizontal infrastructure and O&M pipeline. This role is critical for ensuring the submission of competitively priced, technically compliant, and timely bids for government and giga-project opportunities across the Kingdom.

Key Responsibilities

• Manage the end-to-end tender process, including opportunity identification, prequalification, technical proposal development, commercial pricing, and submission via Etimad and client portals.
• Build and validate rates using current KSA market data, coordinating with Procurement, Estimation, and Operations teams.
• Lead bid strategy for major government and giga-project tenders throughout Saudi Arabia.
• Coordinate cross-functional bid teams (engineering, procurement, QHSE, legal, finance) to ensure compliant and competitive submissions.
• Track competitor activity, historical award data, and market intelligence to inform pricing and win strategies.
• Manage the tender risk review and approval process prior to submission, including commercial terms and contractual exposure.
• Maintain a pipeline tracker of upcoming opportunities across EPC, Asphalt, and FM/O&M lines.
• Mentor and manage tendering/estimation staff, contributing to bench strength for a growing project pipeline.

Required Qualifications and Experience

• 8–15 years of tendering/bid management experience, with a minimum of 5 years specifically within Saudi Arabia.
• Background in heavy civil, roads/infrastructure, or EPC contracting; horizontal infrastructure experience is strongly preferred over vertical/building-only backgrounds.
• Demonstrated track record leading tenders for major Saudi government or giga-project clients.
• Direct hands-on experience with Etimad or equivalent Saudi e-tendering portals.
• Strong grasp of current KSA construction market rates for cost estimation and competitive bid positioning.
• Experience coordinating cross-functional bid teams (estimation, procurement, legal, engineering).

Additional Considerations

• Nationality is open; Arabic language proficiency and an existing KSA transferable iqama are considered a plus, but are not mandatory.
• Exposure to both EPC and asphalt/O&M tender types is beneficial.
