Key Responsibilities

1. Master Grid Governance & Utility Operations

  • Direct the strategic operation, asset integrity, and preventative maintenance of all high-voltage (HV), extra-high-voltage (EHV), and medium-voltage (MV) electrical sub-stations, transmission lines, and distribution networks city-wide.
  • Serve as the principal executive liaison with national electricity companies, water and power authorities, and ministry officials to negotiate bulk power purchase agreements, tariff structures, and long-term load allocations.
  • Design and enforce world-class grid redundancy protocols, disaster recovery workflows, and heavy-duty backup generation strategies to guarantee zero-downtime power supply to mission-critical entertainment, industrial, and residential zones.

2. High-Load Asset Lifecycle & System Integration

  • Establish and drive the overarching engineering strategies for energy infrastructure, optimizing Total Cost of Ownership (TCO) across millions of utility asset nodes.
  • Collaborate with the Asset Lifecycle Planning (LCP) division to map out multi-decade Capital Asset Replacement Plans (CARP) for core utility assets, including massive transformers, switchgears, and smart metering matrices.
  • Partner with technology teams to direct the deployment and governance of Supervisory Control and Data Acquisition (SCADA) systems, Industrial Internet of Things (IIoT) sensors, and Advanced Metering Infrastructure (AMI) for real-time smart grid data collection.

3. Financial Cross-Charging & Sinking Fund Alignment

  • Oversee the end-to-end integration of utility usage data with the corporate finance division, enabling the automated tracking and recovery of utility expenses.
  • Provide the Service Charge Director with audited energy-consumption models to ensure precise infrastructure cross-charging and utility billing frameworks for commercial operators, tenants, and distinct sub-developments.
  • Verify that long-term utility asset depreciation timelines are accurately converted into community sinking funds to prevent capital deficits during future network replacement cycles.

4. Stage-Gate Acceptance & Capital Handover

  • Act as the ultimate technical sign-off authority on the Stage-Gate Handover Committee, overseeing the formal "Vesting" of transport, civil, and power utilities from contractors over to live city operations.
  • Formulate rigorous Testing & Commissioning verification rules, ensuring that all protection settings, insulation tests, and load-bank trials are fully compliant with international engineering standards prior to operational adoption.

Job Requirements & Qualifications

Education & Professional Credentials

  • Bachelor s Degree in Electrical Engineering, Power Engineering, or a highly relevant quantitative engineering discipline from an accredited institution.
  • Master s Degree in Electrical Engineering, Engineering Management, or an MBA from a globally recognized institution is highly preferred.
  • Professional Certifications: Active status as a Chartered Engineer (CEng), Professional Engineer (PE), or equivalent senior registration. Advanced credentials in Asset Management (such as IAM Diploma or CAMA) are a significant advantage.

Experience

  • Minimum of 20+ years of progressive, distinguished leadership experience within national power utilities, mega-scale real estate developments, or master-planned smart cities.
  • At least 8 years in a senior executive or director-level capacity, managing massive, multi-disciplinary teams and multi-million-dollar utility operating budgets (OPEX/CAPEX).
  • Proven track record of spearheading the operational handover and grid integration of giga-scale civil infrastructure projects, power generation plants, or regional electrical grids.
  • Extensive experience negotiating high-value commercial agreements and regulatory compliance pathways with national governments, public utility regulators, and corporate stakeholders.

Technical & Soft Skills

  • Deep technical command over power system analysis, grid stability modeling, protection engineering, and smart grid architectures.
  • Executive-level fluency in industrial operational technologies, including SCADA, Energy Management Systems (EMS), and SAP Enterprise Asset Management (EAMS) interfaces.
  • Exceptional executive presence and stakeholder management skills, with a demonstrated ability to influence state-level utility boards, corporate executives, and international operating partners.
