Objective:To lead and execute all procurement activities required for the successful delivery of the BWRO plant, ensuring timely sourcing, negotiation, purchasing, expediting, and delivery of all project materials, equipment, services, and subcontract works while complying with project specifications, SOW requirements, approved vendor lists, and company procurement policies.
Key Responsibilities:
A. Procurement & Sourcing Prepare, issue, and manage RFQs for all materials, equipment, subcontractors, and services related to the BWRO plant (mechanical, electrical, I&C, civil, chemical dosing, membranes, pumps, valves, instrumentation, etc.). Source suppliers with proven experience in water treatment, RO plants, mechanical/electrical equipment, and industrial utilities. Prepare and submit the procurement plan and delivery plan. Evaluate vendor offers (technical & commercial) in coordination with Engineering and Project Management teams. Ensure vendors understand and comply with the complete project SOW—no exclusions. B. Commercial Negotiations Lead price negotiations to ensure the best value, delivery terms, warranties, and payment conditions. Review contractual terms, delivery clauses, LDs, penalties, warranty periods, and performance guarantees. C. Vendor and Subcontractor Management Maintain and update an approved vendor list specializing in BWRO components. Conduct vendor capability assessments and background checks. Maintain continuous communication with suppliers to ensure timely proposal submission. D. Documentation & Compliance Prepare purchase orders (POs), agreements, and procurement documentation following company procedures. Ensure compliance with project specifications, IFC drawings, TDS, and engineering deliverables. Coordinate with Engineering for technical submittals and approvals. Ensure all vendor data sheets, method statements, FAT procedures, and manuals are received. E. Logistics & Delivery Control Follow up production schedules, FAT dates, packing, export documentation, and transportation. Ensure materials are delivered in accordance with the project schedule and stored as per preservation requirements. Coordinate with warehouse and site teams for receiving inspection and inventory updates. F. Cost Control Maintain procurement budget tracking and ensure all purchases meet cost targets. Identify cost-saving opportunities without compromising quality or specifications
Required Qualification:
Education Bachelor’s degree in Supply Chain, Mechanical Engineering, Industrial Engineering, Business Administration, or related field.
Experience Minimum 10–12 years' experience in procurement, with at least 6 years in water treatment, RO plants, utilities, or desalination projects. Proven procurement experience with:High-pressure pumps RO membranes Chemical dosing systems Filtration systems Valves, actuators, pipelines MCCs, switchgear, instrumentation and control items Civil subcontract packages
Technical Skills Strong understanding of project SOW, IFC drawings, BOQ, and technical submittals. Knowledge of international standards (AWWA, ASTM, ASME, API, IEC, NEMA, etc.). Experience issuing RFQs, evaluating bids, and formulating comparison sheets. ERP systems experience (SAP, Oracle, Odoo, or similar). Soft Skills Excellent negotiation skills. Strong commercial acumen Strong communication (English is mandatory). Ability to work under pressure and tight deadlines. High organizational and documentation skills. Project-driven attitude Professional ethics and confidentiality commitment. Systems & Analytics Skills Software: Oracle Fusion ERP, SAP-B1, Microsoft Office, WMS/MRP Modules Analytics: Power BI Dashboards, Demand Forecasting, Spend Analysis. Contracting: RFP/RFQ Development, SLA Management, Tender Evaluation Technical Orientation: Knowledge of Mechanical/Electrical procurement, FAT Documentation, and Saudi Water Authority (SWA) procedures.

Technical Sourcing: Technical understanding Mechanical/Electrical Equipment, RO Components, Instrumentation & Control (I&C). Industrial Logistics: FAT Scheduling, Export Documentation, Site Delivery, Material Preservation. Contract Management: Liquidated Damages (LDs), Warranties, Finalizing Contractual Terms. Project Integration: Procurement & Delivery Planning, Budget Tracking, Risk Mitigation, Time management, Interdepartmental coordination (Engineering—QC—Construction—Finance).
