ACCOUNTABILITIES
- To safely and efficiently lead and direct the activities of the E&C Construction, in line with organizational strategic and business objectives, targets and plans.
- The Lead Project Construction Engineer is a senior level appointment and will hold a commensurate amount of responsibility to coordinate the readiness of a mixed portfolio of small to large sized construction projects, for construction campaigns.
- To drive an accident free environment, maintaining a strong safety culture; compliance with HSE rules.
- To be the Leader of a multi-discipline offshore teams in several offshore locations as needed for the construction activities.
- To deliver integrated offshore items with Mechanical and Precommissioning fully completed to the Commissioning team.
ACTIVITIES
Responsible for running the Projects related to the Al Shaheen field, including:
HSE:
- To ensure compliance with HSE (occupational and process) legislation, Company standards and procedures as they apply to project management and project engineering, to ensure employee safety and legislative compliance.
- To ensure compliance with Company Management System and applicable International Standards.
Scope and development:
- To run projects from Defined to Completion stages from constructability point of view.
- To develop tools as required to coordinate the offshore construction activities, from preparation stage up to completion offshore.
- To ensure the projects are sufficiently prepared and matured to go for site execution.
- To deliver a consistent dossier (documents, materials, procured and fabricated items, precom/com dossiers ...) to the Offshore Construction Supervision Team for the offshore construction activities.
- To mobilize the resources, equipment and tools as required for the offshore construction and Pre-commissioning, if specific for the project.
Project Management:
- To review the Project Execution strategy and Project Execution Plan.
- To organize the bedding (on platform, accommodation vessel, ...) as required for the offshore construction and pre-commissioning activities offshore in liaison with Planning and IOP Teams.
- To follow-up the KPI’s for the team and for the reporting to the Head of Construction; propose any other KPY’s.
- To review all daily reports from all offshore teams, and highlight the findings to Head of Construction;
- To submit a weekly report to his hierarchical superior.
- To track Engineering and procurement deliveries, and participate in Constructability Review, HAZID and HAZOP, and 3d Modelling.
- To interface with FO (onshore and offshore) to anticipate the needs to fill FO’s expectations as required (i.e.: JSA’s, PTW, ...).
- To coordinate with FO (onshore and offshore) all along the progression of the works offshore.
- To follow-up the progress of the works offshore, with analysis of the performances, on daily basis.
- To do Management of Change in scope, organization, schedule, ... if required and assessment of resulting cost and schedule impact, related to Construction activities.
- To deliver the close out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company.
- To do regular offshore site visits.
- Verify that correct materials are linked to the work-orders by the Material controller/ coordinator.
- Coordinate with project planner, preparation for the next set of offshore execution plan.
- To review estimated hours in the respective work-orders / job-cards as per received signed work packs or as per offshore supervisor request.
- Ensure all work orders are in the system and approved prior to offshore execution.
Schedule Development:
- To organize the offshore works in accordance with prioritization agreed with the Head of Construction, based on emergency, safety, production and future development critical needs.
Cost Estimation and Budget Management:
- To provide feedback for cost realization of the projects to the Cost Control and Head of Construction.
Risk Management:
- To perform risk analysis as required for the good performance of the works.
- To perform HAZOP/HAZID’s, Risk Assessments and JSA’s when required.
Assurance and Governance:
- To co-ordinate with QA leader for all quality matters as well the management of quality audits as needed for a continuous control of Contractors/Subcontractors.
- To provide the red mark-ups from Contractors/Subcontractors inputs from Offshore Construction Team,
- to the Project Engineer, for as-built dossiers.
Stakeholder Management:
- To interface with other departments (MP, FOPs,Drilling, Logistics, CPD..etc) as needed for the good performance of the works.
- To organise the Coordination Meetings (weekly) with Construction Engineers, and All OCS as required.
- To prepare and facilitate relevant progress reports and distribute to key stakeholders
- To permanently assist the offshore construction team.
Procurement Management:
- To liaise with C&P for necessary contracts/PO’s related to offshore construction activities.
Resource Management:
- To ensure that the resources and organisation from Contractor are adequate with regards to the workload.
- To review Contractor’s progress reports , as well as offshore, highlighting critical problems, drifts and dysfunctions if any.
Mentoring:
- Mentor, guide and act as role model for the Construction Department.
Others:
- To proactively take responsibility for self-progression by proposing improvement of the tools, organization, as required for the good performance of the Construction Department.
- To carry out any other duties or tasks that may be assigned by his hierarchical superiors.
CONTEXT AND ENVIRONMENT
Doha (Qatar) office with possible mission to project premises (onshore/offshore/in the country/outside the country). Standard office hours, 5 days a week.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Technical background with a minimum of 15-20 years experience in construction of O&G installations.
- Experience in offshore construction activities under SIMOPS conditions.
- Experience in design and details engineering of topside facilities of offshore platform (Onshore Experience).
- Has worked offshore for several years (Offshore Experience).
- Engineering Degree from internationally recognized University is required.
- Basic knowledge of Drilling Operation.
- Good knowledge of industry best practice in Project or Engineering Management.
