Position: Senior Manager PMO

Role Purpose:
Develop the PMO department and function to support and ensure successful delivery of Land Mobility commitments. Define and continuously improve on end-to-end PMO processes and frameworks incorporating internal NEOM and external industry and professional best practices. Establish PMO as a key strategic and value delivering function.
Key Accountabilities:
- Support the clarification of Land Mobility Vertical and Horizontal’s purpose, accountabilities, responsibilities, and interfaces.
- Support the definition, establishment, and operation of Land Mobility’s Project Governance to formalize project baselines and control changes.
- Support the definition, standardization, and implementation of Land Mobility’s project roles to drive alignment and accountability among team members.
- Support the formalization and standardization of Project Reporting to align the way projects are managed and governed and support the generation of insights.
- Support the generation of Insights into Project Performance to enable timely, data-informed decisions regarding individual Projects, and the Land Mobility Portfolio, using latest data analysis tools like Power BI.
- Support the integration of Project Cost data into Project and Portfolio Performance Management by working with the Land Mobility Business Management Unit (BMU) to develop tools and processes to align Project and cost information and improve the access to sensitive information.
- Support the development of Project Schedule Baselines, and the assessment of progress and reporting of progress with the PMO Planning Manager.
- Support ongoing compliance with GRC (Governance, Risk, and Compliance) frameworks and reporting; streamlining the process for, and supporting, Land Mobility teams contributions.
- Support the development of Risk Management Approaches that improve the effectiveness of Risk Management within Land Mobility Projects and across the Portfolio.
- Support the maturation of Project Competence within Land Mobility by providing learning and development in key project management domains, and changes associated with the roll-out of PMO deliverables.
- Support for the establishment of leadership and management committees, and the development of forms, tools, and/or dashboards to support their effective operation.
- Responsible for building and maintaining key stakeholder relationships within Land Mobility verticals and horizontals teams.
- Key Point of Contact for NEOM Central functions such as GRC, ETSD, etc.
- Responsible for establishing clear communication processes and frameworks to ensure stakeholder requirements are understood and addressed.
Skills and Experience: 15+ years of total experience with 8+ years in PMO and Portfolio, Program and Project Management roles. Wide range of previous business experience preferred to ensure holistic understanding of project management and business management fundamentals. Previous team management and function/ department leadership experience preferred.
Qualifications: Formal PMO (e.g. IPMO-E) and Project Management Certifications (e.g. PMI, APM, etc.) required
