Role Purpose
This role is required to lead and manage the development, adoption and maintenance processes of codes and standards with the support from the Senior Code Specialist. This role largely involves stakeholder management and liaison with third party specialists and the Base Economy to deliver codes and standards outputs aligned with the goals and objectives established by the Codes and Standards Director.
Key Accountabilities & Activities
Roles and Responsibilities
- Support the Codes and Standards Director in setting strategic objectives, goals, plans, and KPI’s and performance targets for the Codes and Standards function
- Manage third party specialists, Technical Committees, and working groups to develop proposals and business cases for new codes and standards and non-construction codes and standards that are submitted to the Director of the Department of Planning and Municipal Affairs for approval
- Work with the Codes & Standards Advisory Committee to develop recommendations to update, amend, customize, add, and delete codes and standards and non-construction codes and standards in effect in NEOM
- Oversee Technical Committees day to day operations
- Oversee studies to assess the impact of codes & standards and non-construction codes and standards, including coordination with NEOM Authority departments
- Manage research projects and initiatives to monitor global best practices and new developments in codes & standards, including benchmarking against international standards and technical innovations
- Manage the periodic review of codes and standards in effect at NEOM to ensure their continued efficacy
- Maintain an index of titles of codes and standards that is publicly available and accessible
- Manage and oversee studies to assess the impact of codes & standards, including coordination with NEOM Authority Components (e.g., NEOM Security & Protection)
- Manage MOUs/SLAs and administer reporting on performance of agreements
- Manage and issue Public Notices relating to development of codes and standards
- Support activities within NEOM to promulgate codes and standards
- Provide technical advice and oversight on the responses to complaints & enquiries and on the maintenance of FAQs
- Provide consultation to internal and external entities to interpret codes & standards, including the Office of Permitting (during plan check and inspection processes)
- Provide a technical view on equivalency determination requests received through the OCS designated channels
- Administer activities to develop and roll out codes and standards awareness sessions
- Administer activities related to regulatory sandboxes and adherence to set guidelines
- Report to Codes and Standards Director on a regular basis
- Delegate tasks and provide training to Senior Code Specialist
- Any other work assigned to him/her.

- 10 years of relevant experience in similar post and / or organization desirable
- Strong leadership and organizational skills

- Excellent verbal and communication skills
- Fluent in oral and written English
Qualifications
- Bachelor’s degree or higher in a relevant field such as engineering, architecture or construction is desirable
- Relevant professional certificates in a relevant field is desirable
