In the south of NEOM, OXAGON is a settlement of remarkable ambition and significant importance for the future evolution and development of NEOM itself. OXAGON aspires to become the gateway for NEOM, a centre for innovation, advanced manufacturing, and logistics.
The port is to be a world-first: a state-of-the-art container terminal integrated with a logistics hub at its core while continuing to serve a variety of other commodities through its Multipurpose Terminal and bulk handling equipment. The port will have the highest safety management systems and equipment to optimize operational efficiency and level of service.
Role Purpose
Reporting to the Head of Port Facilities and Infrastructure , the
Civil Engineering Manager will be responsible for contributing to the management of civil infrastructure aspects of Port Of Neom portfolio and the feasibility studies, engineering, procurement and construction of existing terminals’ expansion and new terminal developments.
Duties/Responsibilities
KEY ACCOUNTABILITIES & ACTIVITIES
- The candidate will be expected for a dual job role (30% site – 70% office)
- The candidate shall be capable to manage a small team, occasionally multidisciplinary; he/she will allocate tasks, setting objectives, advising and mentoring, and performing regular assessments to each member of the team under its leadership.
- The candidate will oversee civil engineering projects in the planning, design, construction, and commissioning stages. The projects are in a broad range of size and complexity, mainly related with services infrastructure, pavements, buildings, facilities, concrete structures, offshore infrastructure, and marine works.
- The candidate will liaise with the different stakeholders involved in the development of the civil engineering projects and/or any other regular tasks he/she is accountable, aimed to ensure that the project meets their needs and expectations. The expected stakeholders are (but not limited to) contractors, suppliers, subcontractors, government entities, internal users (other Port Departments), external users (other NEOM sections), clients, amongst others.
- The candidate will prepare rough estimates for cost and time at initial planning stage of the projects.
- The candidate will collect and prepare the list of requirements and specifications for small projects.
- The candidate shall be capable to prepare, oversee, and review Scope Preparation, Design Criteria, Employers Requirements, Terms of Reference for projects to be managed by the Engineering and Planning Department.
- The candidate shall be capable to review and approve design specifications, construction drawings, and schedules of time and cost, prepared by other stakeholders.
- The candidate will prepare project reports to the Port Management, including status updates and progress reports.
- The candidate shall be capable to develop solutions for civil engineering issues arising from the Port regular operation and/or Port new needs.
- The candidate will perform regular Site visits and/or inspections to identify issues or defects on the condition of the civil engineering assets which might impact the Port operation.
- The candidate will perform and/or assign to the team members regular inspections for the civil engineering assets as part of the assets maintenance regime prepared by the Facilities and Infrastructure Section.
- At execution stage, the candidate shall be capable to perform different construction management duties including reviewing construction documents and submittals, performing and documenting daily inspections, and assisting with project punch lists.
- At execution stage, the candidate will ensure all works are carried out in accordance with approved plans, specifications, permits and Neom safety procedures.
- At execution stage, the candidate will coordinate with contractor’s quality and construction staff to resolve RFIs, NCRs, E&DCR’s, DCN’s.
Background, Skills & Qualifications
Knowledge, Skills, and Experience
- Relevant years of experience in Civil Engineering projects.
- Relevant years of experience in Port industry.
- Relevant years of experience in a similar position with Relevant years of experience in leading teams.
Qualifications
- Bachelor’s degree in Civil Engineering
- Master’s degree in Civil Engineering will be an advantage
- Certification or qualification obtained from a relevant Project Management international organization will be an advantage.
- Certification or qualification obtained from a relevant HSSE international organization will be an advantage.
- Certification or qualification obtained from a relevant Quality Assurance/Quality Control international organization will be an advantage.
- Certification or qualification in Water Services, Pavement, and/or Structural Design will be an advantage.
