This new role will lead the RTNSA Guidance Enhanced Missile (GEM-T) program execution, new business captures, and assist with both the front-end of business and implementation of commercial management. The role will act as the primary point of contract with Kingdom of Saudi Arabia (KSA) Ministry of Defence (MoD) Customers on all commercial and contractual matters. The role with also act as direct interface regularly engaging with RMD CONUS based program office and other RTX business supporting RTNSA program execution, new business pursuits, and collaborate with Middle East North Africa (MENA) Group Contracts. We are looking for a passionate Contracts professional to accept a high degree of responsibility in a complex, multi-contract international business with the key existing strategic KSA MoD customers. Reporting to the RTN SA Associate Director, Contracts, this individual will be responsible for maintaining close working relationships with the internal stakeholders and KSA MoD Customers. This senior manager position will be located at the RTNSA Riyadh Headquarters in full-time office working arrangement and initially have one direct report. This individual should have experience with International Direct Commercial Sales (DCS) contracting, have a working knowledge of the ITAR, and possess an understanding of Middle Eastern cultural and business acumen. Specifically, the successful candidate shall: • RTNSA support of engagement and business activities with the RTX businesses and mission areas on a matrixed geographically dispersed team with responsibility to facilitate OCONUS program execution to effect positive EAC • RTNSA support KSA DCS captures to accomplish the AOP; collaborate toward improvements of processes through use of the existing tools and support the development of new tools to enhance performance of programs, captures or other business entity • Lead RTNSA Contracts training and development when needed. • Accomplish all OCONUS contracts duties resulting in achieving program and business area objectives • Ensure successful governance/compliance with Raytheon Company Policies and Ex/Im obligations and regulatory requirements • Take ownership of complex program/contract issues and use knowledge of situational dynamics to establish personal engagement strategies to resolve them • Recognize business and contractual issues in program performance, implement solutions; carry to completion, while exercising good judgment with minimal supervision Required Skills: • Minimum of 12 years of relevant work experience • Contract management experience or related business discipline Experience managing DCS and / or FMS Contracts • Experience developing effective relationships with international customers • Strong negotiations experience and demonstrated ability of cross-functional leadership within a geographically dispersed team • Understanding and use of Import and Export controls, compliance, and licensing • Willingness / ability to deploy to work at Riyadh, Saudi Arabia and travel through MENA region if necessary Desired Skills: • Ability to work effectively in a fast-paced environment with time-critical requirements • Excellent verbal and written communications skills • Strategic thought leader with proven ability to create a vision and strategy for programs • Experience working in international company • Extensive international negotiations experience Required Education (including Major): • Bachelor's degree. An LL.M or JD in Law, Master s degree in either Accounting, Finance, Business Administration, Business Management, Contract Administration, Supply Chain Management, Economics, Business Law, or another related field a plus.
