Procurement Officer – Interior Fit-Out Projects:

Location: Al Malqa District - Riyadh, Saudi Arabia

Department: Operations / Project Delivery

Reports To: Operations Manager


Position Overview

The Procurement Officer is responsible for managing the procurement and tendering process for interior fit-out and construction projects. This role involves preparing accurate Bills of Quantities (BOQs), sourcing and negotiating with qualified subcontractors and suppliers, obtaining competitive quotations, and preparing complete tender submissions for design & build and project management contracts.

The ideal candidate has strong experience in interior fit-out procurement, excellent supplier networks, and the ability to analyze project drawings and specifications to produce detailed cost breakdowns.


Key Responsibilities:


Procurement & Vendor Management

  • Identify, evaluate, and onboard qualified subcontractors and suppliers for interior fit-out works including:
  • Joinery & carpentry
  • Gypsum / ceilings
  • Flooring
  • MEP works
  • Painting & finishes
  • Glass & aluminum
  • Furniture & custom fixtures
  • Maintain and continuously expand a reliable subcontractor and supplier database.
  • Issue RFQs (Requests for Quotations) to suppliers and subcontractors.
  • Analyze quotations for accuracy, scope completeness, and competitiveness.
  • Negotiate pricing, commercial terms, and delivery schedules to achieve optimal project costs.
  • Ensure procurement aligns with project specifications, drawings, and quality standards.


Bill of Quantities (BOQ) & Cost Estimation

  • Prepare detailed Bills of Quantities (BOQs) for interior fit-out projects based on:
  • Architectural drawings
  • Interior design drawings
  • Shop drawings
  • Specifications and project requirements
  • Perform quantity take-offs for materials, finishes, and construction elements.
  • Develop detailed cost breakdowns for project bids and internal cost planning.
  • Coordinate with designers and engineers to clarify scope and specifications.


Tender Preparation & Bidding

  • Lead the preparation of complete tender submissions including:
  • BOQs
  • Cost estimates
  • Supplier quotations
  • Commercial pricing sheets
  • Technical compliance documents
  • Review tender documents, drawings, and project specifications to determine scope.
  • Coordinate with internal teams to ensure accurate and competitive tender pricing.
  • Ensure tenders are submitted on time and in full compliance with client requirements.
  • Participate in post-tender negotiations and clarifications with clients.


Project Procurement Support

  • Support project managers with procurement planning during project execution.
  • Monitor supplier performance, delivery timelines, and quality compliance.
  • Ensure materials and subcontractors are procured within project budgets.
  • Track procurement schedules to avoid delays in project delivery.


Required Qualifications

  • Bachelor’s Degree in:
  • Construction Management
  • Architecture
  • Civil Engineering
  • Quantity Surveying
  • Or related field
  • 3–7 years experience in procurement or quantity surveying within interior fit-out / construction projects.


Preferred Experience

  • Experience working on commercial, retail, hospitality, or office interior fit-out projects.
  • Existing network of subcontractors and suppliers in Saudi Arabia.
  • Knowledge of local construction procurement practices.

  • Accuracy and completeness of BOQs and cost estimates.
  • Competitiveness of submitted tenders.
  • Quality and reliability of sourced subcontractors.
  • Cost savings achieved through negotiation.
  • Timeliness of procurement and tender submissions.

Skills

Required Skills & Expertise

  • Strong experience in BOQ preparation and quantity take-offs.
  • Deep understanding of interior fit-out materials, finishes, and construction processes.
  • Experience sourcing and managing subcontractors and suppliers.
  • Strong negotiation and cost-control skills.
  • Ability to read and interpret architectural and interior design drawings.
  • Experience in tender preparation and bid submission.
  • Proficiency in:
  • Microsoft Excel
  • BOQ / estimation software
  • AutoCAD (preferred)
  • Excellent commercial awareness and analytical skills.
