Overview


As an integral member of the human resources team supporting the HR lead, this role is responsible for delivering core HR operational and compliance requirements, including driving government relations activities across our operations in Saudi Arabia.The position plays a critical role in ensuring adherence to Saudi labour regulations, Saudization requirements, and wider government obligations, while maintaining strong relationships with relevant authorities.


 The role requires a highly hands-on approach, with a strong focus on execution of government processes including, but not limited to, QIWA, IQAMA processing, and other Saudi government platforms and regulatory systems, as well as resolution of operational HR and employee-related matters. In addition, the role will contribute to broader HR operations and administration and ongoing People team initiatives, supporting smooth and compliant HR service delivery across the business.


The ideal candidate will bring strong knowledge of the Saudi regulatory environment, government platforms, and HR best practices, with the ability to independently manage complex operational requirements and stakeholder interactions.


Responsibilities
Government Relations & Compliance

  • Manage, advise on and execute end-to-end government relations processes in KSA, ensuring compliance with all relevant labour laws and regulatory requirements.
  • Act as the primary point of contact for government entities, regulatory bodies, and external authorities, providing advice and recommendations for problem resolution as required.
  • Oversee and process all government-related requirements including, but not limited to Qiwa, GOSI, Iqama issuance and renewals, and other relevant Saudi platforms.
  • Support the business and legal department in obtaining and renewing licenses, registrations, and approvals from government authorities.
  • Ensure timely and accurate handling of visas, labour contracts, and employee government documentation.
  • Represent the company in government audits, inspections, labour cases and regulatory interactions when required.
  • Monitor changes in Saudi labour laws and government regulations, advising the business on implications and required actions.
  • Maintain accurate records of all government documentation, submissions, and correspondence.
  • Support dispute resolution, urgent PRO matters, and escalations with government authorities in a timely manner.
  • Ensure compliance with Saudization requirements and support reporting and tracking obligations.

HR Operations & Support


  • Support the HR team in delivering day-to-day HR operations, including onboarding, off boarding, and employee lifecycle administration.
  • Partner with internal stakeholders to ensure smooth mobilisation of new joiners and compliance with all employment requirements.
  • Support payroll, GOSI, benefits, and HR administration processes in coordination with relevant teams.
  • Translate HR related documents, correspondence, polices, employment letters, and official communications from English to Arabic and vice versa, ensuring accuracy and consistency of content.
  • Manage employee training and development administration, including coordination of local KSA programs such as COOP, Tamheer, and related initiatives.
  • Support employee licensing, certifications, and professional membership renewals (e.g., RICS, TAQEEM, REGA).
  • Ensure accurate HR records, documentation, and reporting across all HR systems and government platforms.
  • Provide support for HR projects, system implementations, and continuous improvement initiatives.
  • Assist with translation and preparation of HR and government-related documents in English and Arabic.
  • Perform other HR and operational duties as required to support business needs.
  • Other tasks as required.

Skills and Qualification


  • Bachelor’s degree in human resources, Business Administration, or a related field (CIPD or relevant certification is a plus).
  • Saudi national is required for this role.
  • Strong experience in HR operations and government relations within Saudi Arabia.
  • Solid knowledge of Saudi labour law, Saudization requirements, GOSI, and HR compliance frameworks.
  • Proven hands-on experience with Saudi government platforms including Qiwa, Iqama systems, and other regulatory portals.
  • Experience liaising with government authorities and managing ministry-related processes and requirements.
  • Strong problem-solving skills with a proactive, hands-on approach to operational delivery.
  • Excellent interpersonal and stakeholder management skills.
  • High integrity, professionalism, and strong understanding of local cultural and regulatory environment.
  • Microsoft Office programs to a proficient level.
  • Fluency in English and Arabic, written and verbal, also other languages is advantageous.
  • Flexible attitude towards travelling.
