We are seeking an experienced Project / Proposal Manager to lead the preparation of SOIs and ITB responses for Engineering, Procurement, Construction, and Construction Management scopes. Reporting to the Project Operations Lead and working closely with the General Manager and Director of Business Development, you will develop scopes of work, coordinate multidisciplinary effort estimates, assemble proposal and review packages, support contract reviews and negotiations, and partner with Project Controls and Finance through commercial award negotiations. Project Type: EPC/PMC/EPCM Location: Khobar, Saudi Arabia Responsibilities: • Lead the preparation and submission of SOIs, RFQs, RFPs, and ITB responses for EPC, EPCM, and PMC projects. • Develop scopes of work, execution strategies, and proposal plans in line with client and project requirements. • Coordinate multidisciplinary engineering, procurement, construction, and commercial teams to prepare competitive proposals. • Manage project estimating activities, including manpower planning, effort estimates, schedules, and cost inputs. • Review tender documents, identify risks and opportunities, and ensure proposal compliance with client requirements. • Prepare and consolidate technical, commercial, and management proposal packages for internal review and approval. • Support contract reviews, bid clarifications, and commercial negotiations with clients and stakeholders. • Collaborate with Business Development, Project Controls, and Finance teams throughout the proposal and award process. • Facilitate project handover from proposal stage to execution teams following contract award. • Build strong client relationships and contribute to business growth through successful proposal development and project pursuit strategies.

• Accredited four-year degree in engineering, construction, or a related field • Registered with, or eligible for registration with, the Saudi Council of Engineers • At least 15 years’ project experience across E, EP, EPC, or EPCM environments • Downstream, chemicals, or petrochemical industry experience • Experience across Front End and Execute phases • At least 10 years’ experience as an Engineering Manager or Project Manager • At least 10 years’ experience with an EPC or EPCM contractor • At least five years’ experience in the Middle East or Central Asia • Fluent written and spoken English Preferred • Greenfield and brownfield project experience • Saudi Arabian experience, particularly within the Jubail and/or Yanbu Royal Commission areas
