Job description

WSP is seeking an experienced Senior Civil Engineer to join our Construction Supervision team in Riyadh, supporting the delivery of major Roads & Highways infrastructure projects across Saudi Arabia. The successful candidate will play a key role in overseeing construction activities, ensuring compliance with project specifications, quality standards, contractual requirements, and health and safety regulations.


The role requires a highly capable engineering professional with extensive experience in the supervision of large-scale highway, roadway, interchange, bridge, and infrastructure projects. The candidate will work closely with the Resident Engineer, contractors, clients, and multidisciplinary teams to ensure successful project delivery.




Responsibilities:

Construction Supervision & Project Delivery


  • Supervise and monitor civil construction activities associated with roads, highways, interchanges, drainage systems, utilities, and related infrastructure works.
  • Ensure all construction activities are executed in accordance with approved drawings, technical specifications, contract requirements, and applicable standards.
  • Review contractor work methods, construction schedules, shop drawings, method statements, and material submittals.
  • Monitor construction progress and identify potential risks, delays, or technical issues impacting project delivery.
  • Verify completed works and ensure compliance with project quality requirements before approval.

Quality Assurance & Compliance


  • Conduct regular site inspections and audits to ensure quality standards are maintained throughout construction.
  • Coordinate with quality teams to review inspection requests, non-conformance reports (NCRs), and corrective actions.
  • Ensure testing and commissioning activities are carried out in accordance with approved procedures.
  • Review and verify contractor quality documentation and records.

Stakeholder Management


  • Liaise with the Client, Contractor, Authorities, Utility Agencies, and other project stakeholders.
  • Support the Resident Engineer in technical discussions and coordination meetings.
  • Prepare technical reports, progress updates, site instructions, and project correspondence.
  • Participate in progress meetings and provide engineering recommendations to support decision-making.

Health, Safety & Environment


  • Promote a strong safety culture and ensure compliance with project HSE requirements.
  • Monitor contractor adherence to approved health, safety, and environmental plans.
  • Report unsafe conditions and support implementation of corrective measures.
  • Ensure works are executed in accordance with local regulations and international best practices.

Contract Administration Support


  • Review contractor claims, variation requests, and extension of time submissions from a technical perspective.
  • Assist in evaluating progress valuations and completed works.
  • Support the Resident Engineer in the administration of construction contracts.

Team Leadership


  • Mentor and provide technical guidance to junior engineers and inspectors.
  • Coordinate daily activities of site supervision staff.
  • Foster collaboration within multidisciplinary project teams.

Qualifications:
  • Minimum 15 years of professional experience in civil engineering.
  • Minimum 10 years of experience in construction supervision of major roads and highways projects.
  • Proven experience on large-scale transportation infrastructure projects within the Middle East region.
  • Demonstrated experience supervising highway construction, pavement works, interchanges, bridges, drainage systems, and associated utilities.
  • Strong understanding of FIDIC contracts and construction administration processes.
  • Previous experience working with consultants on client-facing infrastructure projects is highly desirable.
