WSP is seeking a proactive HSE Officer to support the implementation and monitoring of Health, Safety, and Environmental (HSE) requirements on water transmission and pipeline infrastructure projects. The role will assist in maintaining a safe working environment, ensuring compliance with project procedures, regulatory requirements, and client HSE standards.

Key Responsibilities

• Conduct daily site inspections to ensure compliance with HSE requirements and safe work practices.
• Monitor construction activities including excavation, trenching, pipe laying, lifting operations, and confined space works.
• Identify unsafe acts and conditions and ensure timely corrective actions are implemented.
• Support the implementation of project HSE plans, risk assessments, and method statements.
• Deliver safety inductions, toolbox talks, and awareness campaigns for site personnel.
• Monitor the use of personal protective equipment (PPE) and enforce site safety requirements.
• Report, record, and assist in the investigation of incidents, near misses, and unsafe conditions.
• Maintain HSE documentation, inspection records, permits, and compliance reports.
• Participate in emergency response drills and support emergency preparedness activities.
• Monitor environmental controls related to waste management, dust suppression, noise control, and pollution prevention.
• Liaise with contractors, supervisors, and project teams to promote a positive safety culture.

Skills

• Experience on water transmission pipelines, pumping stations, reservoirs, or utility infrastructure projects.
• Experience working on consultancy supervision or major construction projects.
• Knowledge of ISO 45001 and ISO 14001 standards.
• Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
• 3–5 years of HSE experience in infrastructure, utilities, pipeline, or water transmission projects.
• NEBOSH IGC, IOSH Managing Safely, or equivalent HSE certification preferred.
• Sound knowledge of excavation safety, confined space entry, lifting operations, work at height, and permit-to-work systems.
• Familiarity with local HSE regulations and international best practices.
• Strong communication, observation, and reporting skills.
