At Jacobs, we push the limits of what is possible to make the world smarter and more connected. We are seeking a Quantity Surveyor to join our team at NEOM and provide commercial and contractual support on a major water infrastructure project during its close out phase.

About The Opportunity

Support the commercial management and successful close out of a major water infrastructure project at NEOM. Working closely with the Commercial Manager, Project Team, and Contractors, you will be responsible for the measurement, valuation, payment assessment, variation management, claims support, and final account settlement of completed works. This site-based role plays a key part in ensuring the project is commercially reconciled, contractually compliant, and successfully transitioned through handover and close out.

Key Responsibilities

  • Review, measure, and verify completed works for interim and final valuations
  • Assess contractor payment applications and prepare recommendations in accordance with contract requirements
  • Maintain accurate records of quantities, costs, variations, and commercial correspondence
  • Support the preparation, negotiation, and agreement of final accounts with contractors and subcontractors
  • Review and evaluate variations, compensation events, and scope changes
  • Assist with the assessment and resolution of claims, commercial disputes, and contractual matters.
  • Monitor project costs, commitments, and expenditure against approved budgets
  • Prepare and support monthly commercial reports, forecasts, and cost reconciliations
  • Coordinate with engineering, construction, project controls, and client teams to ensure timely commercial close out
  • Support project handover activities by ensuring all commercial obligations and contractual deliverables are completed.


Here's what you'll need

  • Experience Minimum 5 years of experience in Quantity Surveying, Commercial Management, or Cost Management within infrastructure, utilities, civil engineering, or construction projects
  • Technical Strong understanding of measurement, valuation, payment certification, variations, final accounts, claims assessment, cost reporting, and contract administration
  • Contractual Working knowledge of standard forms of construction contracts and commercial documentation, including drawings, specifications, bills of quantities, and change control processes
  • Digital Proficient in Microsoft Office Suite and quantity surveying/commercial management software. Experience with project management and document control systems is advantageous
  • Project & Commercial Cost control, budget monitoring, forecasting, final account preparation, risk awareness, stakeholder coordination, and commercial close out activities
  • Behavioral Strong attention to detail, analytical thinking, communication skills, problem solving, and the ability to work effectively within a site-based project environment
  • Education Bachelor's degree in quantity surveying, Construction Management, Civil Engineering, or related discipline
  • Preferred Experience working on water, utilities, or major infrastructure projects within the Middle East.
