Core Responsibilities

Overall Program Leadership & Integration

  • Hold overall responsibility for the completion and integration of all activities across the five tasks and for the timely submission of every report in accordance with the Scope of Services.
  • Represent our Client in all matters, including meetings with the client and all stakeholders, and act as primary end client contact.
  • Prepare a work plan for each team member, coordinate the work of the whole team, and set performance targets governing both progress and quality of submissions.
  • Ensure the active involvement of stakeholders (client, municipality, national water company, geological survey, ministry, civic bodies) throughout the program, and lead the required stakeholder and upper-management workshops.
  • Ensure the requirements of the Scope of Services for each specialty are fulfilled in a timely manner and to the client s satisfaction.

Accountability

The Project Manager is the single point of accountability for the whole program: for integrating the five tasks, for the quality and timeliness of every deliverable, for contractual and commercial compliance, for quality and HSE governance, and for a clean handover of all systems, models and training to the client at program close.

Program Milestones the Role Governs

The Project Manager is accountable for on-time delivery of each task s milestone deliverables across the 36-month term:

  • A Inception report; monthly monitoring; damage & early-warning report; task completion. Term to M36
  • B Inception report; GIS database library for as-built networks; task completion. Term to M18
  • C Inception report; tender-document templates & updated package; urgent tender packages; task completion. Term to M12
  • D Inception report; water-balance report; water-reuse report; reuse pilot design; task completion. Term to M30
  • E Inception report; detailed model & real-time modeling; model assessment; Master Plan; task completion. Term to M33
  • All Monthly progress reports; final program report. Term M1 M36

Task Delivery Oversight (Tasks A E)

  • Task A Monitoring: oversee the integrated groundwater, wadi and drain monitoring program, telemetry roll-out, damage surveys and the early-warning system report.
  • Task B Database Library: oversee delivery of the interactive GIS/database library for as-built groundwater networks, including the hydrological information system and dashboard.
  • Task C Design Package: oversee assessment and update of design criteria, methodology, specifications and tender packages, including urgent-project designs on client request.
  • Task D Water Balance: oversee the city-wide water-balance study, water-reuse study and reuse pilot design across the defined sub-basins.
  • Task E Modeling & Master Plan: oversee the groundwater model, scenario and reliability analysis, the 2050 Master Plan and the decision-support tool handed to the client.

Planning, Scheduling & Reporting

  • Submit and maintain a detailed program schedule covering all sub-tasks, updated monthly and whenever required.
  • Prepare weekly and monthly progress reports (activities, status, progress vs. plan, delays and mitigation, cash flow, team status, deliverables and submittals) and the final program report.
  • Maintain the Contract Master Deliverables List and manage all submittals through the mandated electronic document management system.
  • Track milestone deliverables against the contractual submission schedule and safeguard on-time delivery of each task inception, interim and completion report.

Contract & Commercial Management

  • Own the contract and ensure compliance with all legal and contractual requirements across every task.
  • Manage statements/invoicing on the basis of completed, individually-priced deliverables, and administer contractual retention, variations, extensions of time and partial withdrawal provisions.
  • Proactively manage delay and deficiency exposure, recognizing the contractual penalty regime (delay penalties scaling to 20%, deficiency penalties scaling to 20% on performance shortfalls) and driving corrective action to avoid them.
  • Manage changes, technical-dispute resolution and corrective-action processes in line with the contract s execution-of-services provisions.

Quality, HSE & Governance

  • Ensure a Project Quality Plan (ISO 9001 / ISO 10005) is produced within 30 days of commencement and that a dedicated, independent Quality Manager is appointed with direct senior-level reporting.
  • Ensure an HSE Plan and dedicated HSE Manager/Leader are in place, independent of the project organization, and that all applicable Kingdom and client safety, health and environmental standards are met.
  • Carry out quality assurance of all reports submitted to the client and ensure non-conformities and complaints are resolved within contractual timeframes.
  • Safeguard client-supplied property and ensure any damage is reported within 24 hours, per contract.
  • Provide and direct a complete multidisciplinary team (design, geotechnical, modeling, hydrogeology, procurement, remote sensing, GIS, QA/QC, HSE, document control) with key personnel based in Riyadh
  • Secure client approval before any change of key personnel and scale the team at clients cost where needed to meet program requirements.
  • Ensure client staff are trained on all delivered systems (monitoring, telemetry, database/GIS, models) and that all software, models and equipment are installed, tested and handed over at program close.
  • Supervise the analysis and assessment of all data collected through the history of the groundwater program.

Team, Resources & Handover

  • Provide and direct a complete multidisciplinary team (design, geotechnical, modeling, hydrogeology, procurement, remote sensing, GIS, QA/QC, HSE, document control) with key personnel based in Riyadh.
  • Secure client approval before any change of key personnel and scale the team at SLB s cost where needed to meet program requirements.
  • Ensure client staff are trained on all delivered systems (monitoring, telemetry, database/GIS, models) and that all software, models and equipment are installed, tested and handed over at program close.
  • Supervise the analysis and assessment of all data collected through the history of the groundwater program.
