We are seeking an experienced QA/QC Manager to lead quality assurance and quality control activities for a major transport infrastructure and utilities project in Riyadh. The successful candidate will possess extensive experience working with engineering consultants, PMC organizations, or supervision consultants on large-scale roads, highways, utilities, and infrastructure developments.

The QA/QC Manager will be responsible for developing, implementing, and monitoring project quality management systems, ensuring compliance with project specifications, applicable standards, and client requirements. The role requires strong expertise in quality management across infrastructure and utility projects and experience coordinating with clients, contractors, and project stakeholders to ensure consistent delivery of quality objectives.

• Develop, implement, and maintain the Project Quality Management System (QMS).
• Monitor compliance with quality standards, project specifications, and contractual requirements.
• Lead quality audits, inspections, surveillance activities, and compliance reviews across the project.
• Review and approve quality documentation, including Inspection and Test Plans (ITPs), method statements, quality procedures, and reports.
• Manage non-conformance reports (NCRs), corrective actions, preventive actions, and quality improvement initiatives.
• Coordinate with supervision teams, contractors, clients, and stakeholders to ensure effective quality management implementation.
• Analyze quality trends and provide recommendations to improve project performance and compliance.
• Lead and mentor QA/QC personnel and promote a culture of continuous quality improvement.
• Prepare and present quality performance reports to senior management and clients.
• Ensure compliance with ISO 9001 and relevant local and international quality standards.

• Bachelor's degree in Civil Engineering or a related discipline.
• Minimum 15+ years of professional experience, including substantial experience on transport infrastructure and utilities projects.
• Proven experience working with Engineering Consultants, Supervision Consultants, PMCs, or Client-side organizations.
• Strong experience in roads, highways, transport infrastructure, utilities, drainage, wet and dry utilities, and related infrastructure works.
• Demonstrated experience managing quality systems on large-scale infrastructure developments.
• Thorough knowledge of ISO 9001 Quality Management Systems and auditing processes.
• Strong understanding of international standards, project specifications, and quality control procedures.
• Excellent communication, stakeholder management, and leadership skills.
• Previous Middle East/GCC project experience is highly preferred.

Candidates must have experience within consulting, PMC, supervision consultant, or client organizations delivering transport infrastructure and utilities projects.

Candidates with predominantly contractor, building construction, vertical development, architectural, or design consultancy backgrounds will not be considered.
