About The Role
We are looking for an experienced Program Manager to lead strategic customer engagements across our software delivery portfolio. Sitting at the intersection of delivery governance, client relationship management, and commercial oversight, the Program Manager will lead multiple concurrent projects, mentor a team of Project Managers, and act as a trusted partner to enterprise clients — particularly within the telecom and government sectors in the Kingdom of Saudi Arabia.
Key Responsibilities
Program Governance & Delivery
Oversee end-to-end delivery across assigned programs, monitoring scope, schedule, budget, and quality against contractual commitments Maintain a consolidated program-level RAID log and provide the PMO Head with a clear view of risks and exposure Ensure delivery teams follow the company's methodology, stage gates, and change control processes Coordinate cross-project resource allocation and resolve dependencies across teams
Client & Stakeholder Management
Act as the primary escalation point above the Project Manager level and own steering committee-level relationships Ensure a consistent engagement narrative across projects within the same customer account Lead executive-level reporting and presentations, communicating program health, risks, and decisions with clarity
Commercial Oversight
Support the review of contract renewals, amendments, change requests, and commercial terms before client commitments Partner with Sales, Presales, and Finance to ensure scope, SLAs, and pricing are properly structured Highlight commercial exposure and support mitigation planning
Team Leadership & PMO Contribution
Coach and support Project Managers, remove blockers, and grow team capability Drive adoption of SDLC and CI/CD best practices across delivery workstreams Contribute to continuous improvement of PMO tools, templates, and governance frameworks Deliver weekly program updates and monthly reviews focused on decisions, risks, and financial health
Requirements
Qualifications & Requirements
Education
Bachelor's degree in Engineering, Computer Science, Information Systems, or a related field, or equivalent professional experience
Experience
15+ years of overall professional experience in IT services, software delivery, or technology consulting 8+ years in a project or program management capacity with delivery accountability Experience managing multiple concurrent software delivery projects in enterprise environments Preference for candidates with prior experience working with or delivering into stc or similar large telecom/government accounts in KSA
Technical Knowledge
Working knowledge of SDLC methodologies — Agile, Scrum, and Waterfall General understanding of CI/CD and Dev Ops practices Exposure to enterprise platforms such as CRM, ERP, integration/middleware, mobile, or digital experience solutions Comfort with RAID management and governance reporting
Certifications (Preferred, Not Mandatory)
PMP or equivalent project management certification is preferred PgMP, PRINCE2, SAFe, or CSM are a plus

Strong stakeholder management and executive communication in Arabic and English Practical commercial awareness and early risk identification Structured thinker able to translate complex program data into decision-ready summaries Collaborative, mentoring-oriented leadership style across Delivery, Sales, Presales, and Finance
