Position: FSL Officer

Location: Hodiedah

Grade: 4b

Contract Length: As per the budget

 

The Opportunity:

The Food Security & Livelihoods (FSL) Project Officer will manage the Project Assistants and will work in various locations of the project operational sites. She/he will oversee program activities in the targeted areas and will implement a high quality of day to day implementation of the project. With a focus towards livelihoods and food security disaster risk reduction and natural resource management, s/he will oversee the implementation of (Unconditional Cash Transfer or Distribution food baskets) activities or other modalities. S/he will ensure timely implementation, monitor work progress, and complete the handover process. The Officer will represent SCI during community meetings and ensure high quality projects are delivered. S/he will work alongside with MEAL staff in the field to effectively implement MEAL system for the project and adjust activities accordingly and ensure good success stories and case studies are developed regularly.

KEY AREAS OF RESPONSIBILITY:

  • Responsible for FSL activities implementation in the targeted districts and supervise FSL assistants to carry a high quality implementation.
  • Discuss  SCI and food security cluster (FSAC) beneficiaries selection criteria with government, local authorities, and community members to identify project beneficiaries.
  • Keep  regular contacts with communities, to link them to SCI and ensure transparency and information sharing.
  • Responsible for compilation of accurate project data and sharing regular reports and updates to the FSL Program Coordinator.
  • Ensure correct (beneficiary selection, registration and verification process) procedures are followed by FSL Assistants.
  • Ensure FSL Assistants understand and check the quality of information collected.
  • Ensure any feedback from beneficiaries or target communities shared by FSL Assistants are appropriately responded to and raised to FSL Program Coordinator.
  • Works closely with community development committee to ensure effective coordination and ensure the most vulnerable people are targeted minimizing the inclusion or exclusion errors during the registration porecess.
  • Coordinate with Logistics, Finance, and MEAL teams to make sure they know exact distribution plans and beneficiary numbers so that cash/vouchers are available / redeemed in the required locations at the required times.
  • Supervise the distribution process, ensuring Save the Children standards and security procedures are followed.
  • Support the integration and communication with other sectors: WASH, CP, Health & Nutrition activities. 
  • Compile data and share with relevant staff in a timely manner.
  • Responsible for generating lessons learned and success stories.
  • Any other tasks as assigned by the line manager.

QUALIFICATIONS 

Education:

  • Bachelor's Degree, preferably in a discipline such as social sciences, agriculture, engineering, business administration, economics or other discipline relevant to urban/rural livelihoods.

EXPERIENCE AND SKILLS

Total Work Experience (In Yrs):

  • At least three years of experience working with I/NGOs on development projects.

Sector Experience (In Yrs):

  • At least two years experience in food security and livelihood interventions (food / commodity distribution, cash transfers, CFW).

Skills:

  • High sense of responsibility.
  • Very good administrative , communication and organizational skills.
  • Solid understanding of project cycle management.
  • Background in Food Security Activities (Voucher/cash transfer, Food distribution, Agriculture, Monitoring, Assessment, etc).
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
  • Ability to diplomatically and sensitively resolve conflicts within and between communities/stakeholders. 
  • Very good written English and ability to write very good quality reports.
  • Very good at using Excel and other MS Office applications.
  • Excellent interpersonal and negotiation skills.
  • Ability to represent SCI in meetings with local authorities and other stakeholders.
