Terms of Reference (TOR) for Program Assistant (Accountability and reporting)

Objective of the Role:

The Program Assistant plays a crucial role in supporting the programs department and a UNFPA-funded project that aims to provide reproductive health (RH) services across 4 governorates. This role is pivotal in overseeing accountability measures, reporting, capacity building, and addressing findings from the Complaints and Feedback Mechanism (CFM) of the said projects. It ensures alignment of program and project activities with organizational strategies and compliance with donor requirements, utilizing the incumbent's extensive experience in project management and stakeholder engagement.

Key Duties and Responsibilities:

Reporting, Donor Communication, and Analysis:

  • Support the health and relief section by following up with field staff to collect, analyze, and validate project-related data in coordination with the data entry assistant, M&E specialist, and other M&E colleagues to ensure the accuracy and relevance of information used in decision-making.
  • Work closely with the IMS officer to utilize advanced data analytics tools to create detailed reports, charts, and dashboards that effectively communicate key performance indicators to stakeholders.
  • Manage weekly and monthly reporting to donors and clusters representing QRCS and collaborate with Relief and Health coordinators to enhance reporting on project progress to HQ and different hubs regularly.

Accountability:

  • Follow action points from M&E activities and contribute to the design and execution of data collection strategies and impact assessments to ensure accountability to various stakeholders.
  • Analyze monitoring data and compile findings into well-structured action plans that highlight actionable insights and recommendations and keep track of actions taken regularly.

Program Development and Management support:

  • Support project managers in aligning with the strategic direction and goals of QRCS, enhancing program delivery according to the organization's vision and mission.
  • Collaborate with the Head of Programs and other stakeholders in developing, discussing, and adopting project proposals and documents.
  • Provide ad hoc support to project managers during emergencies to manage and oversee the implementation of project management plans, including scope, time, cost, and communications, ensuring compliance with established standards and donor expectations.
  • Assist in drafting comprehensive internal program reports on project progress to enhance timely reporting to donors and other stakeholders.

Capacity Building and Training:

  • Coordinate and facilitate training sessions and workshops, developing materials in collaboration with subject matter experts to enhance the competencies of project staff and partners.
  • Provide support in the planning and execution of training events, ensuring effective knowledge transfer and engagement of participants.

Ad hoc Support:

  • Provide general administrative and logistical support to the program team, assisting with the preparation of meetings, managing schedules, and handling internal reports.
  • Respond to ad hoc requests with agility, prioritizing tasks effectively under varying conditions.

Profile Required:

Qualification Required:

  • Bachelor’s degree in engineering/business management/International Cooperation and Humanitarian Aid, or any other related field is required. An additional certification in Project Management and Humanitarian Studies is preferred.

Experience Required:

  • Over 3 years’ experience in program role, project management within humanitarian organizations, overseeing multi-sectoral projects and dealing extensively with project assessments, donor interaction, emergency response, and capacity building.

Personal Skills Required:

  • Solid understanding of humanitarian principles and the complexities of access and security in volatile environments and CFM in emergencies.
  • Strong training and capacity-building skills, with the ability to conduct effective training sessions.
  • Excellent command of English, with proficiency in data analysis and reporting using advanced software tools.
  • Proven ability to collaborate with diverse stakeholders including government authorities, NGOs, and local communities.
  • Strong interpersonal and negotiation skills, with the capacity to engage with non-government stakeholders and armed groups effectively.
  • Expertise in risk analysis, contextual mapping, and crisis management.
  • Ability to anticipate, alert, and manage crisis situations adeptly and work effectively in multi-disciplinary teams.
  • Proficient in Microsoft Office and familiar with telecommunication and vehicle management safety protocols.
