Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title:  Deputy Head of Health and Nutrition Department (Roving)
Location:  Aden
Contract duration: 6 months with possibility of extension 
Basic monthly salary (taxable): 2303$ to 2753$ based on experience salary calculation (excluding other benefits offered by the organization)

Technical Manager: Head of Health and Nutrition Department /DCD

Position Summary

Provide technical support to all nutrition related issues in the mission, provide technical support to project staff, be involved in proposal and report writing, organize programme evaluations and assessments, support in the survey of medical and nutritional situation in Yemen and represent ACF Yemen in internal and external forums.

Tasks and Responsibilities

Objective 1: Provide coordination and technical supervision/advice to the programmes

  • Review the projects implementation methodology and field level data related to the programmes;
  • Provide technical direction and supervision to ensure the timely management and implementation of nutrition/health program activities, regularly update project work plan.
  • Review donor, government and internal reports from field level and ensure they are submitted according to specified deadlines.
  • Organise and undertake field visits while at the same time providing a detailed technical report of such activities.
  • In collaboration with HoD, ensure that standard ACF and National protocols are followed and that programs meet internationally recognised benchmark standards.
  • Provide training and on the job coaching to field staffs and community health and nutrition volunteers on CMAM approach, In- patient management of SAM, Nutrition in Emergencies, PHC Health Service Package (IMCI, ICCM, MAMI, Bemonc, SRHR…) to the field teams (ACF, MoPHP, and CHNWs) in collaboration with the Deputy Program Managers.
  • Assist in the integration with departments (Mental health, WASH, Food Security) health and nutrition activities where possible.

  • Prepare and undertake capacity building of partners on health and nutrition related issues as well as cross cutting issues.
  • Develop and establish a strong remote management process and/or conducting regular field visits (when possible), 
  • Ensure the timely production/compilation of the monthly activity reports and technical reports from the field, and provide feedback when needed.
  • Ensure timely budget follow up, procurements and HR needs with respect to the project activities.

Objective 2: Develop and Strengthen partnership at local level  

  • Ensure the management of the ongoing partnership with MoPH at local level and readjust the partnership strategy when required in agreement with MoPH (renewal/update of Memorandum of understanding).
  • Conduct health service delivery and HF diagnosis for MoPH centers supported or to identify potential facilities suitable for support
  • Ensure HF capacity diagnosis of the actual Health Facilities supported and initiate the diagnosis prior any additional support to new Health facilities (when needed based on the analysis and needs evolution).
  • Establish with the MoPH a strategy for capacity building and supportive activities with key indicators and objectives for the implementation, monitoring and follow up of ACF supportive activities (within ACF scope of intervention and mandate), outlining a clear procedure for exit strategy 
  • Ensure that the relationship with MoPH is consistent with the orientation and the ethos of ACF's partnership policy (currently under development: mutual trust, respect, shared aims, complementarity, transparency and mutual support, shared learning....) 

Objective 3: Participate actively in project cycle related activities with focus on M&E, project proposal and reporting. 

  • Participate in the drafting of new concept notes, project proposals and responding to donor queries.
  • Participate in the drafting of TORs and JDs and take part in interview/recruitment for staff and consultants hired to undertake health and nutrition program related assignments.
  • Build the ACF deputies nutrition/health capacities in Project Cycle Management, especially with respect to implementation methodology, training, planning, supervision, monitoring, evaluation and activity follow-up tools (APR, BFU, PFU). 
  • Develop and assist to maintain an effective M&E system and program database and actively participate in the monitoring and evaluation of field activities and in the definition of programmatic directions.
  • Participate in planning and execution of programs evaluations and needs assessments in order to gauge impact and to identify actual needs on the ground.
  • Support Deputy Program Managers in ensuring project budget are managed following all the financial procedures.
  • Conduct yearly evaluation of the skills and performance of ACF nutrition/health team members involving deputies and supervisors to build their capacity (for related teams under their direct management).
  • Organise and lead team meetings and individual monitoring sessions (both regular and « one off »)
  • Manage problems of team in liaison with DPM, base HR and field coordinator.

Objective 4: Ensure adequate follow up of nutrition and health programmes.

  • In liaison with DPMs provide timely updates of the programmes (Narrative and Quantitative APRs) with a detailed compilation every end of the month for sharing with other programs and coordination team.
  • Participate in capitalisation of the nutrition programme (lessons learned, etc.).
  • Participate in the recruitment process and in staff appraisals and orientations. 
  • Propose intervention strategies both in the emergency and development setting.

Objective5:  Support coordination efforts at country level

  • Develop and update stakeholder mapping periodically with HOD and DPM
  • In coordination with the DPM, prepare and facilitate capacity building of partners on H&N related issues
  • Participate in the advocacy for adoption of the nutrition and health related issues.
  • Represent ACF in thematic fora on health and nutrition when required
  • Deputise the head of department nutrition and health in his/her absence.
  • Take over the tasks of the DPM (North or South) during his or her absence.
  • Assist in the coordination with other partners/agencies intervening in the medical and nutritional field

Objective6: Proactivity support ACFs commitments to gender equality, child protection and disability sensitivity

 

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committee;
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Required Qualification, Skills and Experience

Qualifications

Master degree in nutrition, public health, medicine, or similar.

Work Experience:

  • At least 5 years of professional experience including 2 years’ experience in nutrition and child health programming;
