المهام والمسؤوليات
سينفذ الثلاثة (3) مستشارين تحت الإشراف المباشر من موظف الوقاية من الجريمة وبناء العدالة الجنائية في OGCCR المتمركز في مركز NAUSS، وتحت التوجيه العام للممثل عن منطقة مجلس التعاون الخليجي. من المتوقع أن يؤدي كل مستشار المهام التالية:
1- إعداد وتقديم محاضرات ودروس أكاديمية متخصصة ضمن الدبلوم العالي في استراتيجيات مراقبة العقاقير في مجال خبرة المستشار.
2- تطوير وتكييف مواد المحاضرات والعروض التقديمية ومحتوى التدريب العملي بما يتوافق مع منهج البرنامج ومنهجيات الأمم المتحدة لمكافحة المخدرات.
3- تقديم مدخل تقني لتطبيق الأساليب الإحصائية في تحليل سياسات المخدرات وتقييم الاستراتيجيات، والجرائم المرتبطة بالمخدرات التي تتم عبر المنصات الإلكترونية، والاتجاهات، والمخاطر، والنهج التحقيقي واتخاذ القرار المبني على الأدلة.
4- تطوير مواد الامتحانات، بما في ذلك صياغة الأسئلة وأدوات التقييم المتعلقة بالمحاضرات المحددة.
5- مراجعة وتقييم وتعيين علامات أوراق الامتحان و/أو الواجبات، وتقديم التقدير البنيوي والتعليقات.
6- الإسهام في التحسين المستمر لمحتوى الدورة بناءً على خبرة التقديم وتغذية راجعة من المشاركين.
الملف الشخصي المطلوب للمرشح
- درجة جامعية متقدمة (ماجستير أو ما يعادله) في القانون أو علم الإجرام أو العدالة الجنائية أو مجال ذي صلة، مطلوبة. يمكن قبول درجة جامعية من المستوى الأول في مجالات مماثلة مع سنوات خبرة مؤهلة إضافية لا تقل عن سنتين كبديل عن الدرجة الجامعية المتقدمة.
- خبرة مهنية ذات صلة لا تقل عن عشر (10) سنوات في مراقبة المخدرات، العدالة الجنائية، إنفاذ القانون، أو مجالات ذات صلة مطلوبة.
- خبرة في تقديم تدريب أكاديمي أو مهني، بما في ذلك تطوير المنهج وتقديم المحاضرات مطلوبة.
- معرفة في مجال مراقبة المخدرات، خاصة régime الدولي على كل من مراقبة المخدرات ومنع الجريمة (الاتفاقيات والمعايير وال norms)، مرغوبة.
- خبرة في تقديم التدريب و/أو المساعدة الفنية في دول مجلس التعاون الخليجي وفي منطقة الشرق الأوسط وشمال أفريقيا مرغوبة.
- الإنجليزية والعربية مطلوبة.
Result of Service Delivery of assigned lectures and academic sessions in accordance with the agreed schedule. Submission of complete lecture materials, including presentations and supporting content. Development and submission of examination questions and/or assessment tools related to the assigned lectures. Review, marking and evaluation of examination scripts and/or assignments, including submission of grades and feedback. Duties and Responsibilities
The three (3) consultants will work under the direct supervision of the OGCCR Crime Prevention and Criminal Justice Officer deployed at the NAUSS Centre, and under the overall guidance of the Representative for the GCC Region. Each consultant will be expected to perform the following tasks:
1- Prepare and deliver specialized lectures and academic sessions under the Higher Diploma in Drug Control Strategies in the consultant s area of expertise.
2- Develop and adapt lecture materials, presentations, and practical training content aligned with the programme curriculum and UNODC methodologies.
3- Provide technical input on the application of statistical methods in drug policy analysis, strategies evaluation, drug-related crimes conducted via online platforms, trends, risks, investigative approaches and evidence-based decision making.
4- Develop examination materials, including drafting questions and assessment tools related to the assigned lectures.
5- Review, assess, and mark examination scripts and/or assignments, and provide structured grading and feedback.
6- Contribute to the continuous improvement of course content based on delivery experience and participants feedback.
Desired Candidate Profile
- Advanced university degree (Master s or equivalent) in Law, Criminology, Criminal Justice, or a related field, is required. A first-level university degree in similar fields in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least ten (10) years of relevant professional experience in drug control, criminal justice, law enforcement, or related fields, is required.
- Experience in delivering academic or professional training, including curriculum development and lecture delivery is required.
- Knowledge in the field of drug control, particularly the international regime on both drug control and crime prevention (conventions, standards and norms), is desirable.
- Experience in delivering training and/or technical assistance in the GCC and or the MENA region is desirable.
- English and Arabic are required.
