هدف الدور
يوفر مدير خدمات التحضير والدعم القيادة الإستراتيجية والاشراف التنفيذي عبر جميع الوظائف التابعة لـ RSFR من حيث توفير كل الموارد المطلوبة. يقود وظائف المالية والمحاسبة بالقسم، مع التأكد من أن القسم يعمل وفق الميزانية والخطط المقررة. يضمن هذا الدور المرونة التنظيمية والامتثال التنظيمي والتحسين المستمر وفق المعايير الوطنية والدولية. يعمل المدير كمستشار رئيسي للقيادة العليا في دراسات الحرائق، التواصل العام للسلامة، إدارة المواد الخطرة، والاستعداد للطوارئ مع قيادة الاستراتيجية طويلة المدى لخدمات الإطفاء والإنقاذ. يشرف المدير على كافة العقود وأوامر الشراء وطلبات الشراء، إلخ.
المسؤوليات الوظيفية
القيادة الاستراتيجية والاستشارات
- توفير توجيه خبراء حول دراسات الحريق، اتصالات السلامة والحرائق، أنظمة الإنذار العام، وإدارة المواد الخطرة.
- قيادة وظيفة الخدمات المؤسسية ووظيفة التحضير في القسم.
- قيادة تطوير وتنفيذ استراتيجيات الإطفاء، وتقديم تقارير وتوصيات للإدارة التنفيذية لـ RSFRS وRSG.
- التنبؤ بالاحتياجات التشغيلية المستقبلية وتقديم توصيات استراتيجية لاقتناء المعدات والتقنيات والكوادر والموارد الطارئة.
- القيام كمستشار رئيسي فيما يتعلق باللوائح والامتثال، مع ضمان مواءمة مع التشريعات المحلية والدولية المتطورة.
- الإشراف على جميع اتفاقيات الشركات الفرعية و SLAs للقسم.
- قيادة وظيفة المالية والمحاسبة بالقسم
- الإشراف على ميزانية القسم وتتبع جميع المعاملات والفواتير، إلخ.
- الإشراف على خطة استرداد تكاليف القسم سنوياً.
الحوكمة والسياسة والامتثال
- الإشراف على تطوير وتنفيذ ومراجعة مستمرة لسياسات وممارسات الصحة والسلامة والحرائق عبر المنظمة.
- توفير القيادة لتحقيقات الحريق والتدقيقات السلامة والتفتيشات، مع التأكد من دمج الدروس المستفادة في سياسة المنظمة.
- الإشراف على سياسات وإجراءات القسم.
- التنزيل كبديل المفوض الإطفاء عند الضرورة، لضمان استمرارية قيادة سلسة.
التشغيل والإبلاغ
- ضمان تطبيق السياسات والأنظمة وإجراءات العمل القياسية بشكل متسق لتقديم خدمات طوارئ فعالة وموثوقة.
- قيادة إعداد تقارير معلومات الإدارة (MIS) دقيقة وفي الوقت المناسب لدعم اتخاذ القرار التنفيذي والالتزامات التنظيمية.
- ضبط معايير الأداء، ومراقبة الامتثال، وتحمل المسؤولية عبر جميع وظائف الحريق والسلامة.
السلامة والجودة والحفظ البيئي
- إحداث ثقافة سلامة أولوية قوية عبر المنظمة، مع الالتزام بمتطلبات الصحة والسلامة والبيئة المنصوص عليها.
- توفير الإشراف التنفيذي على أنظمة إدارة الجودة لضمان تقديم خدمات آمنة وفعالة ومسؤولية بيئية.
التحسين المستمر والابتكار
- قيادة ثقافة التحسين المستمر، وتضمين أفضل الممارسات الدولية في أنظمة إدارة الحريق والسلامة.
- قيادة مبادرات لتحديث العمليات، وتبني تقنيات مبتكرة، وتقليل التكاليف، وتحسين الفاعلية التشغيلية.
- التأكد من أن وظيفة الإطفاء والدفاع المدني تتطور بما يتماشى مع نمو المنظمة ومعايير السلامة العالمية.

Role Purpose
The Director of Prepare and Support Services provides strategic leadership and executive oversight across all functions under RSFR in terms of providing all required resources. He leads the department’s finance and accounting functions, ensuring the department is operating as per the allocated budget and plans. This role ensures organizational resilience, legislative compliance, and continuous improvement in line with national and international standards. The Director acts as a principal advisor to senior leadership on fire studies, public safety communication, hazardous materials management, and emergency preparedness while driving the long-term strategy for fire and rescue services. The Director oversees all contracts, purchase orders, purchase requests, etc.
Job Responsibilities
Strategic Leadership & Advisory
- Provide expert direction on fire studies, fire and safety communication, public warning systems, and hazardous materials management.
- Lead the corporate services function and the prepare function in the department.
- Lead the development and execution of fire strategies, presenting reports and recommendations to RSFRS and RSG executive management.
- Anticipate future operational needs and make strategic recommendations for the acquisition of equipment, technology, personnel, and emergency resources.
- Act as principal advisor on regulatory and compliance matters, ensuring alignment with evolving local and international legislation.
- Oversee all Inter-Company Agreements and SLAs for the department.
- Lead the department’s finance and accounting function
- Oversee the department’s budget, track all transactions, invoices, etc.
- Oversee the department’s cost recovery plan on annual basis.
Governance, Policy & Compliance
- Oversee the development, enforcement, and continuous review of health, safety, and fire-related policies and practices across the organization.
- Provide leadership for fire investigations, safety audits, and inspections, ensuring lessons learned are integrated into organizational policy.
- Oversee all department’s policies and procedures.
- Deputize for the Fire Commissioner when required, ensuring seamless leadership continuity.
Operational Oversight & Reporting
- Ensure functional policies, systems, and standard operating procedures are applied consistently to deliver effective and reliable emergency services.
- Direct the preparation of accurate and timely management information (MIS) reports to support executive decision-making and regulatory reporting obligations.
- Set performance standards, monitor compliance, and ensure accountability across all fire and safety functions.
Safety, Quality & Environmental Stewardship
- Champion a strong safety-first culture across the organization, ensuring compliance with statutory health, safety, and environmental requirements.
- Provide executive oversight of quality management systems to ensure delivery of safe, effective, and environmentally responsible services.
Continuous Improvement & Innovation
- Drive a culture of continuous improvement, embedding international best practices in fire and safety management systems.
- Lead initiatives to modernize processes, adopt innovative technologies, reduce costs, and enhance operational effectiveness.
- Ensure the fire and civil defense function evolves in line with organizational growth and global safety standards.

Job Requirements
Qualification and Experience
- Extensive senior leadership experience in fire services, civil defense, or emergency management at Director or equivalent level.
- Proven track record in developing and executing fire safety and emergency response strategies in large, complex organizations.
- In-depth knowledge of international fire safety codes, hazardous materials management, and emergency response frameworks.
- Strong experience in regulatory compliance, policy development, and cross-functional governance.
- Advanced qualifications in Fire Service Leadership, Incident Command, Health & Safety, or equivalent (Master’s degree preferred).
