Talent Acquisition & Onboarding:
- Lead recruitment for field staff (crane operators, riggers, drivers) and technical roles (engineers, safety officers).
- Partner with project managers to forecast hiring needs for upcoming construction/logistics contracts.
- Design onboarding programs emphasizing site safety protocols (e.g., OSHA standards) and equipment training.
Compliance & Labor Relations:
- Ensure adherence to Saudi Labor Law, GOSI, and industry-specific safety regulations (e.g., SCEC approvals).
- Manage employee grievances, disciplinary actions, and conflict resolution for a multicultural workforce.
Performance & Development:
- Implement KPIs for field and office staff aligned with project timelines and safety metrics.
- Coordinate technical certifications (e.g., crane operation licenses) and leadership training.
HR Operations:
- Oversee payroll processing for hourly workers and project-based incentives.
- Maintain HRIS records and generate reports on turnover, absenteeism, and training compliance.
Safety Culture Advocacy:
- Collaborate with HSE teams to integrate safety KPIs into employee evaluations.
- Organize workshops on hazard prevention and equipment handling best practices.
Skills
Language Proficiency:
- Mandatory: Fluent in Arabic and English.
- Strongly Preferred: Native/Business proficiency in Chinese (普通话).
Experience:
- 3+ years in HR roles within construction, logistics, or heavy machinery sectors.
- Experience working with Chinese teams or in Sino-Saudi joint ventures is a plus.
- Proven track record in managing blue-collar recruitment and labor-intensive environments.
- Understanding of technical roles (e.g., crane operator certifications, rigging standards).
Technical Skills:
- Familiarity with Saudi labor systems (Qiwa, Muqeem) and Chinese HR practices.
- Proficiency in HR software (e.g., SAP HR, MenaHR).
Soft Skills:
