Purpose of Job
Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.
They undertake complex operational activities including setting the project engineering standards and guidelines, developing the technical master plan based on project requirements and best practices, raising concerns and changes to higher management.
Job Resposiblites
- Understand portfolio plan and the key objectives to identify the engineering project design needs and objectives
- Develop the general design guidelines and standards to guide the design of the project ensuring alignment with ZATCA’s general identity
- Conduct an assessment of internal capabilities to identify the need of experienced outsourced design contractors
- Develop a detailed design plan including timeframes, scope of work, budget, quality standards and resources to set engineering projects objectives
- Develop a list of design contractors that fit the needed requirements and raise it for higher management for approval
- Prepare RFP ensuring all project requirements and specifications details are included to provide the related contractors a clear project design vision
- Develop detailed requirements for bidding process to solicit offers for selected project
- Review and raise the design tenders to select the best fit ensuring alignment with project requirement and specifications
- Assign the design execution tasks to the contractors based on approved masterplan ensuring the best efficiency and productivity within the project
- Coordinate continuously with related key stakeholders to ensure proper project management and execution
- Conduct regular site visits to assure as per plan execution and alignment with technical requirements of the conceptual design
- Develop project progress reports and evaluate project status to update the technical and managerial teams with the latest changes
- Assess the alignment of the current project performance with the final design and execution masterplan to highlight discrepancies that require important corrective actions
- Follow-up with the contractors on the implementation of the corrective actions to assure a high-quality project delivery
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes

Bachelor’s degree in Civil Engineering, Architecture or equivalent is required
